POSITION SUMMARY:
Under
the direction of the Supervisor of Central Garage Services, the Assistant
Supervisor of Central Garage Services will assist with the day to day
administration and efficient operation of Central Garage Services. The
incumbent will assist and support the Supervisor in planning, organizing,
managing, appraising and controlling the maintenance and repair of an extensive
fleet of vehicular equipment and the operation of central garage facilities on
a multi-shift basis. The Assistant Supervisor performs highly skilled technical,
supervisory and administrative work relative to the efficient operation of
central garage facilities with the mission of safe, efficient and effective
repair and maintenance of school buses, automobiles, trucks and other vehicular
equipment.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists the Supervisor
of Central Garage Services in coordinating and implementing programs related to
preventive maintenance, repair and inspection of a large fleet of school buses,
automobiles, trucks and other vehicular equipment;
Evaluates work methods,
costs and other data to ascertain levels of overall efficiency and
effectiveness; makes recommendations to improve day to day operations,
procedures and techniques to effect better use of personnel, equipment,
materials and space;
Assists in establishing priorities, production standards and
controls over maintenance, equipment and supplies; makes recommendations to shift
priorities and personnel within the department as needed to meet the objectives
of the work plan and to ensure that deadlines are met;
Provides technical
advice and expertise and resolves problems concerning technical matters,
operations, personnel, equipment, facilities and parts;
Collaborates with the
Supervisor of Central Garage Services on special projects related to
procurement of resources, vehicle preventative maintenance and facility design;
Conducts periodic inspections
of vehicle maintenance facilities to consult with and observe performance of
personnel, determine status of operations, provide any required assistance, and
ensure conformance with prescribed standards of quality and safety;
Monitors assignments and
work products for quality and efficiency; maintains tracking documents and
accountability metrics to determine if goals are being met and/or if remedial
actions are necessary;
Assists in planning and
directing the inspection of school buses as required by state law; ensures
conformance with all applicable laws and policies;
Collaborates with the
Supervisor of Central Garage Services and Director of Transportation and
Central Garage to determine requirements in preparing technical specifications
for the purchase of equipment and materials; makes recommendations for
additional and/or replacement garage equipment;
Assists the Supervisor
in developing any organizational changes in structures, determining personnel
requirements, and assigning personnel to work shifts and work locations;
Carries
out supervisory responsibilities in accordance with organization’s policies and
applicable laws, which include conducting interviews, making hiring
recommendations, staff development, staff supervision, performance evaluation, complaint
resolution and problem solving;
Keeps informed of the
latest methods and techniques of fleet maintenance and repair; assists with
developing, planning and directing in-service training and professional
development;
Assumes direction of
facility in the absence of the Supervisor of Central Garage Services; serves as
the designee as requested by the Supervisor and/or Director; and
Performs related work as
required.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable knowledge
of the standard practices, tools and equipment required for fleet maintenance
and repair; knowledge of fleet maintenance, inspection and repair programs and
procedures;
Demonstrated ability to
plan, supervise and review the work of others in a manner conducive to efficient
operations and developing a high performing workforce;
Ability to maintain
records of work performed and to periodically summarize such information in
report form;
Considerable knowledge
of administrative practices and procedures involved in vehicle maintenance
operations including budget preparation and analysis, financial accounting, and
inventory control through data processing;
Ability to deal
effectively with school officials, vendors and others; communicating
effectively, both verbally and in writing, clearly and concisely with technical
accuracy;
Thorough knowledge of
all safety regulations, practices and procedures; and
Computer proficiency
with primary emphasis on office organizational tools (intranet/internet; e-mail,
task tracking, and calendar functions), spreadsheets, databases, and word
processing (Microsoft Office product suite).
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Graduation from an
accredited college or university with a Bachelor’s Degree in maintenance
management, engineering, business administration or a related field required; a
combination of extensive vehicle repair experience supplemented with college or
trade school courses may be considered in lieu of degree.
Minimum of five (5)
years of progressively responsible experience in
automotive maintenance work and administrative shop supervision of a large fleet
operation of varied type vehicles.
CERTIFICATION REQUIREMENTS:
Possession of an appropriate and valid Maryland Motor Vehicle
License with a driving record indicating five (5) or fewer current points of
which no more than three (3) shall have been accumulated as a result of traffic
violations occurring while operating a Board of Education vehicle. Possession of a Commercial Driver’s License
(CDL) Class "B" with endorsements "P" (Passenger) and
"S" (School Bus) required; CDL Class "A" with "P"
(Passenger) and "S" (School Bus and Air Brake) preferred. ASE Master
Certification strongly preferred.
SUPERVISORY RESPONSIBILITIES:
Oversees and provides guidance and direction
to department staff members.
