POSITION SUMMARY:
The
Associate Superintendent – Student Services manages the activities of the
reporting departments for the effective and efficient operation of areas of
responsibility and providing oversight and direction with the development and
implementation of the division’s budget. The Associate Superintendent – Student
Services manages the student services functions of the school system including
but not limited to the delivery of school health services, mental health
services, professional school counseling, pupil personnel services,
psychological services, international student admissions, student records and
transfers, home schooling, home and hospital teaching and homeless
services. The incumbent of this position
serves on a variety of county government agency committees designed to address
the health and wellness of students.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Ensures
the implementation of a set of coordinated services to support the emotional,
social, mental/physical health and safety of all students in compliance with
the Code of Maryland Regulations as it relates to the functions of Student
Services;
Provides
oversight regarding the implementation of school health services, mental health
services, professional school counseling, pupil personnel services,
psychological services, international student admissions, student records and
transfers, home schooling, home and hospital teaching and homeless services;
Develops,
reviews and monitors all required federal, state and local reporting
requirements to ensure the district’s compliance;
Develops,
reviews and monitors the implementation of state and federal grants to support
the safety, social-emotional and academic needs of students;
Ensures
compliance with the Office of Civil Rights agreements with the school district;
Develops
and implements partnerships with universities to promote internship programs;
Ensures
the implementation of key policies and practices regarding certifying diploma
and non-diploma bound students for graduation;
Monitors
the district’s practices regarding the suspension and expulsion of all students
to avoid being cited for disproportionality;
Monitors
the management of student records in schools to ensure compliance with state
and county policies and administrative procedures;
Collaborates
with central office departments to ensure appropriate supports and services are
provided to schools;
Provides
oversight in the development, implementation and monitoring of the division’s
budget;
Provides
supervision and oversight regarding the allocation and distribution of
resources to schools, including staffing to ensure equity;
Participates
and attends state and county meetings and/or serves on multi-agency committees
to promote the academic, physical and mental health needs and progress of
students and families in Prince George’s County; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough
knowledge of the Public School Laws of Maryland, the bylaws of the State Board
of Education, and the policies of the Board of Education of Prince George's
County;
Thorough
knowledge of the subject fields of counseling, psychology and social services;
Thorough
knowledge of current trends and issues related to interagency services and the
ability to coordinate a countywide student services program;
Ability
to use computer technology in an administrative and educational setting;
Ability
to present at evening Board of Education meetings, Parent Teacher Association meetings,
award ceremonies, and other programs;
Excellent
organizational, supervisory, and interpersonal skills; and
Demonstrated
oral and written communication skills as well as problem solving and consensus
building expertise.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree from an
accredited college or university with course work in guidance and counseling,
school psychology or a closely related field required; Doctorate degree preferred. A minimum of five (5) years of demonstrated
successful administrative leadership experience in the planning, development
and implementation of student services programs required.
CERTIFICATION REQUIREMENTS:
Maryland Professional Certificate with Administrator II
endorsement required; holds or is eligible for Superintendent’s endorsement.
SUPERVISORY RESPONSIBILITIES:
Oversees and provides
guidance to area personnel.
