Under the direction of the Superintendent of Schools, the
Chief of Human Resources Officer will lead the charge in ensuring that the
district has the best talent management practices possible to meet the needs of
the students and their schools. This includes the design and strategic
implementation of high-quality recruitment and selection, staff onboarding,
performance evaluation and professional development.
Report
to the Superintendent and provide leadership in all matters related to human
resource policy, talent management and human capital development, including the
recruitment and selection of personnel, workforce planning and vacancy
projections, new staff on-boarding and induction, staff development and
evaluation/performance management;
Hire
and oversee the work of senior managers in strategic talent areas, including: Human
Resources Operations and Staffing, Employee Effectiveness, Professional Learning
and Leadership, and Employee Labor Relations;
Develop
and drive the implementation of a coherent strategy for the district’s efforts
to attract, hire and retain the highest quality talent for its schools and
central office teams, Ensure that talent systems are efficient and effective at
meeting district human capital goals;
Work
with the members of Executive Cabinet to: maintain close coordination and
collaboration, ensure the highest level of employee customer service is
apparent, track/report data related to employee service and talent management practices,
ensure that performance management and evaluation systems are effective;
Advise
and work with Executive Leadership, the Board of Education, elected officials
and the community to build relationships and articulate the work of the
district and division;
With
the Superintendent and Executive Cabinet Members, set vision for the district’s
Employee Effectiveness and Talent Management units, ensuring that they are
working with area staff and principals to provide high quality teachers and
employees for all PGCPS schools and departments;
Work
in collaboration with the Chief Financial Officer and Chief Information Officer
on the implementation and monitoring of a position control system that
maximizes the school system’s fiscal and human resources;
Oversee
district employee policy and labor relations’ strategy, working closely with
local bargaining units, policymakers and state officials to ensure compliance
with and effective implementation of relevant policies and negotiated
contracts;
Facilitate
and respond to the day-today needs of the district relative to budget,
staffing, reporting etc.; and
Manage
and monitor grant funded programs that are under the auspices of the Chief of
Human Resources.
