POSITION SUMMARY:
Under the direction of the Chief Financial Officer, the Director
will be responsible for performing executive level supervision for processing
of complex economic/fiscal transactions, financial accounting and reporting, accounts
payable, insurance and risk management, and cash management operations.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Initiates and develops
overall objectives for the unit: assesses needs, establishes priorities;
Develops specific objectives
and strategies;
Implements the process and
procedures for the evaluation of each program;
Develops an operational
framework for the unit: establishes procedures for monitoring its operation and
makes changes when necessary;
Maintains effective
communication within the unit; develops personnel for maximum effectiveness;
Develops a budget based on
an analysis of needs and an awareness of availability of resources within the
unit;
Develops priorities within
budgetary limitations for the offices of Business Operations;
Approves and monitors the
expenditure of funds;
Interprets Board policies
and procedures to staff and recommends to the Chief Financial Officer policies
and procedures pertinent to the operation of the unit within the division;
Interprets programs to
community groups throughout the county through meetings, bulletins,
newsletters, and other media;
Attends or conducts
system-wide meetings at various levels;
Analyzes and reconciles
accounts; prepares audit schedules and supports audits;
Develops and produces
financial reports, including the annual Comprehensive Annual Financial Report
(CAFR); and
Ensures the effective
implementation and monitoring of all GASB pronouncements and standards.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable
knowledge of public administration principles and practices;
Considerable
knowledge of and experience with governmental finance and accounting, accounts
payable and cash management and risk management methods; as well as operational relationships between
the budgeting, accounting and information systems processes and functions;
Considerable
knowledge of current literature and innovations in governmental accounting and
financial management;
Considerable
knowledge of federal, state and local governmental and other agency
relationships and budgetary requirements affecting public school operations;
Demonstrated functional knowledge
and skills in the area of information technology particularly as it relates to
Enterprise Resource Planning (ERP) systems, with knowledge and
experience in Oracle software supporting accounting, budgeting, procurement,
human resources, and payroll functions preferred;
Demonstrated
knowledge of the budget and accounting structure required under the Laws of the
State of Maryland and Prince George's County;
Demonstrated
knowledge of the implications of GASB pronouncements as they relate to the
financial accounting and reporting process;
Demonstrated knowledge and
experience with formulation, development, and implementation of strategic tax
planning to support the overall financial objectives of the school district and
the educational foundation;
Demonstrated
leadership and administrative competency; and
Demonstrated
written and oral communication skills, and effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s
degree from an accredited institution with concentration in finance, financial
management, accounting, public administration or a related field required;
increasingly responsible experience in financial management and administration required,
with a minimum of five years of financial management/analytical experience in a
large public sector organization; or any equivalent combination of experience
and training which provides the required knowledge, skills and abilities.
CERTIFICATION REQUIREMENTS:
CPA,
Registered School Business Official (RSBO), or Certified Finance Officer (CPFO)
preferred.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance and direction to the unit staff.
