POSITION SUMMARY:
Under the
supervision of the Director of Building Services, the incumbent exercises
overall responsibility for the administration of all programs associated with
environmental and safety issues. An employee in this class has the overall
responsibility for administering a program concerned with problem
identification, quantification, and resolution of environmental and safety
issues in all Board of Education schools and buildings. Work requires the
ability to give technical direction to subordinates involved in the analysis of
procedures used to eliminate, reduce, or abate noted environmental and safety
hazards.
Work
includes supervising assigned personnel performing Asbestos Hazard Emergency
Response Act (AHERA) re-inspections, semi-annual surveillances and pest
control. The responsibilities of this classification are considered to be
administrative in nature and exempt under the Fair Labor Standards Act. This
will require an employee to occasionally work beyond the normal work-day or
work week for which the employee will not receive additional compensation.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Supervises
and coordinates the work effort of all personnel assigned to environmental
safety office; assumes responsibility for accurate compliance with the Asbestos
Hazard Emergency Response Act (AHERA), as well as other Federal, State and
local regulations and requirements concerning environmental issues;
Develops
and maintains AHERA/Asbestos Management Plans for each building, updating the
plans as required by law (6 month surveillances, 3 year re-inspections);
Oversees
and assists in communicating to building staff members, through awareness
training programs, the condition of any environmental situation which may
impact students or staff;
Directs
the construction phase to assure construction contractor’s compliance with
contract drawings and specifications for assigned construction projects as
defined in the Scope of Work; tasks may include any or all of the following:
-Provides
project management oversight to oversee asbestos abatement project designs,
anticipate, recognize, evaluate, and control, those environmental factors or
stresses, arising in or from the workplace, which may cause sickness and/or
impaired health of employees or the general population;
-Performs
quality assurance inspections of active abatement operations;
-Prepare
and/or review of asbestos construction cost estimates;
-Provides
bid ability and construct ability reviews of asbestos projects:
-Provides
specialized quality assurance testing; and
-Performs
environmental hazard inspection in accordance with 40 CFR Part 61, Subpart M.,
National Emissions Standards for Hazardous Air Pollution and with the U.S.
Department of Housing and Urban Development “Guidelines for the Evaluation and
Control of Lead-Based Paint Hazards in Housing”.
Interfaces
with regulatory agencies and serves as a liaison representing the Environmental
Safety Office at meetings with Federal, State and local agencies; school PTA’s,
individual parents, and school personnel; and concerned citizen groups, regarding
environmental issues;
Provides
budget justification for any environmental program requirement including training
of current or additional personnel; and provides in-house and, as required, formal
course training for environmental safety personnel pertaining to health and
safety precautions;
Provides
oversight of school system operated public drinking water wells and insures compliance
with regulations governing the Safe drinking water act;
Provides
oversight for underground oil storage tanks to include tank testing, monitoring
wells, remediation, and other related activities. Responsible for compliance
with all applicable federal, state and local regulations;
Identifies
and resolves mold & mildew issues;
Coordinates
the monthly assigned vehicle inspection and arranges preventative maintenance
schedules for the vehicles; and
Performs
related work as required.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough
knowledge of the principals and practices involved in the development and
administration of various environmental programs;
Considerable
knowledge of the methods and practices involved in the identification,
quantification, and resolution of environmental hazards;
Ability
to interpret Federal, State, and local codes and regulations pertaining to
environmental issues;
Ability
to explain identified environmental problems to school staff members, parents,
etc.;
Ability
to enforce safety and other regulations;
Ability
to plan, supervise, and evaluate the work of subordinates;
Ability
to communicate both orally and in writing, ability to prepare and present
reports;
Skilled
in human relations;
Ability
to maintain required certification as identified by Environmental Protection
Agency and Occupational Safety and Health Administration;
Must
be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, etc.); and
Skilled
using the internet for work related research.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s
degree from an accredited college or university in environmental science,
biology, chemistry, engineering or a related area is desirable, and at least
five (5) years of administrative experience; or any equivalent combination of
experience and training which provides the required education and/or
experience.
CERTIFICATION REQUIREMENTS:
Current
certification as an AHERA Project Designer, AHERA Project Supervisor, AHERA
Inspector, AHERA Management Planner, and Lead Inspector/Risk Assessor or the
ability to obtain such certifications within one year from date of hire.
Possession of an appropriate and valid Maryland Motor Vehicle Operator’s
License with a driving record indicating five (5) or fewer current points of
which no more than three (3) shall have been accumulated as a result of traffic
violations occurring while operating a Board of Education vehicle.
Preference
may be given to those candidates with a minimum of 5 years’ experience managing
and coordinating environmental or related activities in large school districts
and or candidates with any professional affiliations (i.e. Certified Industrial
Hygienist (CIH), Certified Hazardous Materials Manager (CHMM), or Registered
Environmental Manager (REM).
SUPERVISORY RESPONSIBILITIES:
Supervises the
day-to-day operations and provides guidance and
direction to department staff members.
