POSITION SUMMARY:


Under the direction of the Director of Capital Programs, the Financial Analyst performs responsible duties in the planning and preparation of the annual budget, and in the analysis and control of the expenditure budget for Capital Programs.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Contacting divisional budgetary, accounting, and other administrative representatives;

Gathering preliminary budgetary data, tabulating expenditures and unit cost information, and providing related services directed toward the compilation and evaluation division preliminary budgetary request;

Leading and participating with other professional analysts operating as a team in the completion of less complex budget projects;

Writing and/or editing narrative reports describing divisional program expansion, reduction, deletion, or other program modifications, including unit operating costs and anticipated total future operational costs based upon suggested program modifications;

Conducting administrative and procedural systems analysis projects;

Developing suggested organizational staffing charts together with related procedural patterns;

Working with the financial services department in the development of improved accounting/budgetary control systems related to execution of adopted budgets;

Assists and coordinates procurement activities;

Assisting departmental personnel in clarifying new or revised accounting and budgetary procedures; 

Participating with senior budgetary personnel in the estimation of future revenues, which may flow from county, state, and federal sources; and

Performs other duties as assigned.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Considerable knowledge of office procedures, practices and equipment;

Considerable knowledge of the functions, organization and governing laws and regulations;

Considerable knowledge of the research and statistical principles, methods, procedures applicable to governmental budgeting and accounting; and

Ability to establish and maintain applying and interpreting policies and procedures.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's degree with major coursework in Accounting, Public Administration, Business Administration, or a related field with at least three (3) years of responsible experience in business and/or Public Administration required, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

No direct supervisory responsibilities.
