POSITION SUMMARY:


  Under the direction of the ESOL Supervisor, the Financial Analyst for the ESOL Program maintains fiscal records, prepares budgets, analyzes and reconciles monthly budget reports for general and restricted funds, and makes projections of expenses for all budgets. Work may involve acting as intermediary for the Program Supervisor, i.e., attending meetings, giving reports, preparing memoranda, interpreting policy and compiling data to ensure fiscal controls/accountability within the ESOL Program.  An employee in this class may improve upon existing methods or develop new methods and techniques to accomplish assigned duties. The employee will work within those policy guidelines established by the school system, the grant and the Program Supervisor. Work involves contact with departments within the school system as well as outside vendors.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Develops and implements processes, procedures and systems for monitoring cost data for use by the supervisory staff of the ESOL Program;

Develops, implements and manages the internal Financial Management tracking system for the various budgets, unrestricted and grant funded restrictive, essential to management of the program;

Provides financial information to supervisory staff for the formulation of both multi-year program budgets and short-term programs;

Prepares reports for use by the ESOL Supervisor and SAFE Coordinator;

Assists in preparation of grant budgets;

Advises the ESOL Supervisor, SAFE Coordinator and other staff of all regulations, guidelines, mandates and federal, state and local requirements regarding the financial integrity of SAFE and Emergency Immigrant funding;

Keeps the ESOL Supervisor informed of all financial/budgetary issues pertaining to the ESOL Program;

Analyzes and reconciles monthly budget reports, reporting discrepancies to the ESOL Supervisor and preparing budget adjustment requests where appropriate;

Reconciles purchase order discrepancies with vendors;

Assists ESOL Supervisor with annual refunding applications for Emergency Immigrant and SAFE grants;

Serves as a liaison between the school system Budget Office, Accounting Office and the ESOL Office; and

Performs related work as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Working knowledge of office procedures, practices and equipment;

Good knowledge of the current principles and practices used in planning and monitoring budgets;

Good knowledge of the research and statistical principles, methods and procedures applicable to grant budgeting and accountability;

Ability to analyze, interpret and explain budget reports and to make projections and recommendations orally and in writing; and

Ability to establish and maintain effective working relationships with program leadership, program employees and other system staff.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's degree with major course work in Accounting, Administration, Business Administration, or related field with at least three (3) years of related work experience working with grant funded programs, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
