POSITION SUMMARY:


  Under the direction of the Director of Capital Programs, the Fiscal Analyst for Capital Programs maintains fiscal records, prepares budgets, analyzes and reconciles monthly budget reports of general restricted funds, and makes projections of expenses for all budgets. Work may involve attending meetings, giving reports, preparing memoranda, interpreting policy and compiling data to ensure fiscal controls/accountability within Capital Programs. Close supervision is not normally given in this class and all work assigned is expected to be carried through to completion with minimal review. Work involves frequent contact with administrators, supervisors, account managers and the general public.  An employee in this class may improve upon existing methods or develop new methods and techniques to accomplish assigned duties. The employee will work within those policy guidelines established by the school system, grants if applicable and the Director of Capital Programs. Work is reviewed in terms of the accomplishment of objectives.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Developing and maintaining weekly and/or monthly financial reports regarding expenditures for materials and services;

Developing and maintaining weekly and/or monthly financial reports based on the Oracle Reporting System regarding Capital Programs payroll including leave usage, scheduled pay, extra pay and overtime pay;

Implementing and monitoring the Capital Program's budget in cooperation with the Budget Department;

Reviewing all purchases and expenditures in the Capital Programs and reporting the status and validity of all such activities;

Developing, implementing and administering  in cooperation with the Purchasing Department bid processes for all goods and services, and Requests for Proposal for all goods and services;

Assisting the Capital Program Analysts in monitoring payroll activities of timekeepers at the bus lots and the Payroll Data Entry in the Central Office; and

Assisting Payroll Data Entry Team with its payroll entry responsibilities as needed.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Working knowledge of procedures and experience with procurement in a large computerized procurements system in government or the private sector (experience with Enterprise resource  Planning (ERP) systems, preferably Oracle SSP is a plus;

Working knowledge of procedures and experience with budget development and monitoring in a large computerized procurement system in government or the private sector (experience with General Ledger Financial systems, preferably Oracle GL is a plus);

Good knowledge of generally accepted purchasing, payroll and accounting principles, practices and procedures applicable to government entities;

Ability to establish and maintain effective working relationships with school system officials and employees;

Demonstrated exceptional skills and knowledge of Microsoft Office products, including Microsoft Excel, Microsoft Word, Microsoft Access and Microsoft Power Point and a minimum of three years professional experience with these products; certification in these products a plus; and

Excellent oral and written communication skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Bachelor's Degree from an accredited college or university with major course work in Accounting or Financial Management preferred with at least one (1) year of experience working with a large computerized payroll system in government or the private sector required. (experience with Enterprise Resource Planning (ERP) systems, preferably Oracle ERP).
