POSITION SUMMARY:


Under the direction of the Director of ESSA & Title I, the Fiscal Supervisor – ESSA & Title I is responsible for the fiscal management of multiple Title I grants. The incumbent of this position oversees the ESSA & Title I fiscal team and actively creates, plans, coordinates and manages accounting, planning, reporting, internal and external fiscal controls, fiscal analysis and audit actions related to grants including invoicing, procurement and closeout activities for the ongoing portfolio of Title I grants. The Fiscal Supervisor prepares, monitors and maintains records and coordinates fiscal operations.  The incumbent serves as an advisor to key staff with operational and financial reports and related data and is responsible for the reconciliation of Title I grant accounts.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Oversees and manages the accounting functions of the ESSA & Title I Department, including the timely processing of purchase orders, invoices, contract amendments, change orders and similar documents;

Maintains strict fiscal accountability through the review of financial documents and procurement requests for central office operations and requests submitted by schools utilizing Title I and related grant funding;

Prepares fiscal related reports required and communicates with local, state, and federal agencies;

Maintains accounting controls by creating, recommending and monitoring adherence to policies and procedures as required;

Serves as the primary liaison with county and state officials regarding the system’s adherence to and status reporting on fiscal and closeout guidelines;

Identifies potential funding risks and develops plans to address projects that are projected or reported to be in a shortfall status;

Develops, monitors and maintains grant records and related performance measures; provides regular grant-related reporting to department management and key staff on availability of funding;

Actively participates in the development of the annual budget and spending plan, expenditures-to-date, balances closeout requirements and compliance with internal and external fiscal controls;

Coordinates and participates in program audits and monitoring by providing requested data and participating in interview sessions;

Ensures compliance with all applicable state, county and PGCPS fiscal requirements and policies;

Develops and manages a robust stakeholder communication plan to ensure critical items, such as invoice payment, are achieved within acceptable timelines and are transparent to vendors; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience and knowledge of federal, state and local governmental and other agency relationships and budgetary requirements affecting grants;

Working knowledge of procedures and experience with budget development and monitoring in a large computerized procurement system in government or the private sector;

Good knowledge of generally accepted purchasing, payroll and accounting principles, practices and procedures applicable to government entities;

Computer proficiency with primary emphasis on office organizational tools (Intranet/Internet, e-mail, task tracking and calendar functions), Microsoft Office product suite (Work, EXCEL, PowerPoint, Publisher), and the Oracle Enterprise Resource Planning (ERP) or similar ERP system;

Excellent oral and written communication skills;

Ability to effectively manage a team; and

 

Ability to establish and maintain effective working relationships with state, county and school system officials.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Bachelor’s degree from an accredited college or university with major course work in accounting, finance and/or business management required; Master’s degree preferred.  A minimum of five (5) years of applicable experience with considerable progressively responsible grant and budgetary experience required; previous experience in a governmental or public school system preferred.
