POSITION SUMMARY:


  The Food Services Application Center Manager is responsible for insuring quality control, training, accountability, processing, validation and management of the application center and the free and reduced-priced lunch application process and center.  Work involves monitoring and controlling the preparation of statistical data using a relational database, spreadsheets, and other applications.  Employee in this class provides technical guidance to less experienced employees.  Duties are performed under general supervisor review from the Director of Food Services with latitude for the use of independent judgment and initiative. Employee in this class consults with and makes recommendations to the Director of Food Services, Maryland State Department of Education (MSDE), and the United States Department of Agriculture (USDA) regarding Free and Reduced-Priced Meals (FARMS) procedures and regulations.  Under the direction of the Food Services Director, the employee plans and coordinates the operation of the Application Center to assure accountability and compliance to all Federal, State, and Prince George's County Public Schools (PGCPS) policies, regulations and procedures.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Serves as liaison between Maryland State Department of Education (MSDE), United States Department of Agriculture (USDA), Director of Food Services, and Supervisors of Food Services, vendors, IT staff and administrators;

Reviewing Federal, State, and Internal audits and following up on deficiency as they relate to regulation and compliance;

Performs routine computer operation duties such as inputting and extracting data on a variety of media, controlling printers and monitoring peripheral equipment operations;

Perform problem determinations procedures to solve hardware, software and telecommunication problems.  Notifies appropriate vendor or department personnel when necessary;

Performs the full range of statistical data operator duties for a multiple application computer center;

Trains data entry personnel, records technician, and other assigned staff the proper operation of equipment and procedures;

Maintains records of work performed and prepares a variety of reports;

Responsible for quality control, training and monitoring of operations and identification of needs;

Responsible for maintaining effective communications;

Assists Food Service Specialists, Food Service Supervisors, and Food Services Managers with Federal, State, and Internal audits;

Provides creative leadership cultivating new ideas, activities and initiatives;

Reports immediately to the Food Services Supervisors any problems with which assistance will be needed to resolve an issue at an assigned school;

Motivates temporary staff to increase productivity efficiency and accountability;

Works with School Administrators, Food Service Personnel, students and parents to solve problems and communicate a vision of excellence;

Interprets and implements policies and procedures for FARMS;

Training employees on use, maintenance and cleaning of equipment; and

Performs related work as required.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Thorough knowledge of principals and procedures used in the operation of computer and peripheral equipment;

Ability to train personnel in standard methods of computer operations and procedures;

Ability to establish and maintain effective working relationships with Federal, State, and school officials;

Ability to function well in a team environment;

Considerable knowledge of MSDE and USDA regulations and procedures of food service operations, as related to FARMS;

Ability to effectively supervise and instruct employees; and

Ability to communicate both orally and in writing.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Graduation from an accredited college or university with a Bachelor's degree in Administration, Computer Technology or a related field preferred.  Experience in food services operations and completion of technical training courses, supplemented by coursework in the related field preferred or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

SUPERVISORY RESPONSIBILITIES:


Responsible for supervision of application center clerk and temporary clerks.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
