POSITION SUMMARY:
Under the direction of the Supervisor
– Strategic Grants Development and Management the Grants Development Specialist
proactively seeks and project manages all pre-award activities for external
grant opportunities. The incumbent of
this position provides grant-seeking, grant-writing and project management support
for systemic grant development activities, facilitates grants development for
the Local ESSA Consolidated Strategic (LECS) Plan, and supports ESSA Equitable
Services consultation. The Grants
Development Specialist manages proposal data collection activities and supports
other strategic resource planning efforts of the department.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Collaborates with grant development team
subject matter experts to conceptualize and define program designs and converts
the designs into coherent and compelling written grant submissions;
Provides project management leadership, grant
writing support and technical assistance to schools and central office staff in
developing and submitting competitive grant proposals;
Conducts grant searches across a variety of
funding sources to identify competitive local, state, federal, and private
funding opportunities based on knowledge of Prince George’s County Public
Schools’ strategic funding needs;
Designs, develops and delivers training
workshops related to grant development for systemic grant-writing capacity
building and development of the LECS Plan content;
Coordinates and serves as the point-of-contact
for PGCPS grant related federal ESSA Equitable Services consultation
requirement and process management;
Designs and implements proposal development
tools (i.e., proposal development timeline and proposal scoring rubric) to
ensure consistent and effective collaboration of the grant development team
subject matters experts;
Researches, reviews and interprets relevant
funding rules, policies and regulations related to grant acquisition from the
federal, state, local agencies and private institutions;
Reviews relevant literature, best practices
and evidence-based programs to recommend and support development of
strategically competitive and innovative grant program designs;
Analyzes a variety of system data and
writes cogent responses to requirements of the LECS Plan, grant proposals and
strategic plans;
Researches and identifies new and improved
systems and processes for tracking grant activities and maintains
grant-seeking, proposal and funding records in online grant systems;
Guides prospective private, university and
community-based grant partners’ adherence to PGCPS policy, procedures, and
practices for engagement in grant-funded partnerships;
Collaborates in planning and project
managing the work of others and designs and implements grant seeking processes
and procedures;
Prepares scheduled reports and analyses, as
required; supports maintenance of PGCPS Administrative Procedure 3230; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrated experience and expertise in
writing competitive grant proposals or research and/or evaluation reports;
Considerable knowledge of trends in
federal, state and other funding sources, funding mechanisms and the grant
proposal development process;
Knowledge of grant-related regulations,
policies, and procedures, as well as the ability to apply and interpret those
of the school system and other sponsoring agencies;
Strong information organization,
proposal development and grant-writing skills with the ability to provide
technical support to system staff, as required;
Excellent interpersonal skills, group
communication skills and the ability to work effectively with a wide range of
constituencies in a diverse community;
Ability to prioritize and execute
multiple projects simultaneously;
Ability to work effectively with limited
supervision and oversight; and
Ability to effectively analyze a variety
of school system data and correctly determine the implications of such data on
strategic goals.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from
an accredited college or university in education, business administration,
communication or a related field required; Master’s degree preferred. A minimum
of four (4) years of successful experience in educational research and/or
proposal development, preferably in education or public sector setting,
required.
CERTIFICATION REQUIREMENTS:
Grants
Professional Certification (GPC) credential preferred.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
