POSITION SUMMARY:
Under the
direction of the Supervising Grants Budget Analyst, the Grants Administrative
Specialist is responsible for loading budgets for school-based grants and other
restricted self-supporting program income awards for various offices and
district-wide departments. The incumbent
of this position is responsible for providing administrative support to fellow
analysts and accountants, providing technical assistance to grant program
managers and principals for grant budget adjustments, and providing application
support for grants awarded to schools and various offices and departments.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Conducts
periodic expenditure analysis of assigned schools and self-supporting program
income grants and prepares expenditure
summary reports to grant program managers and school principals as requested;
Communicates
and prepares grant budget adjustments as requested by grant program managers
and school principals in reference to grantor requirements as written in the
grant application or other award correspondence for uploading and posting in
the Oracle Financial System;
Updates
and manages the ongoing and yearly maintenance of the Grant Financial
Management Filing System;
Works
with school bookkeepers and administrators to ensure all grant dollars are
reported to the Grants Financial Management Office as required;
Collaborates
with the Accounting & Financial Reporting Office to monitor select grant
activities awarded at the school level;
Prepares
monthly billing for all grants issued by the Maryland State Department of
Education (MSDE) for reimbursement;
Reviews
Daily Cash Activity Reports to identify and post transactions relating to grant
program income generated from Myschoolbucks and other electronic financial
payment platforms;
Provides
administrative support to fellow analysts and accountants in the Grants
Financial Management Office as needed and;
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Ability
to establish and maintain effective working relationships with school
officials, employees, and public stakeholders;
Experience
working with Oracle Financials,
Microsoft Word, Excel, and similar software platforms in the Microsoft
package;
Ability
to work independently and on assigned team projects;
Working
knowledge of the principles and practices of grants administration;
Working
knowledge of research and statistical principles, methods and procedures
applicable to governmental budgeting and accounting;
Ability
to analyze, interpret, and report grant research expenditure findings both
orally and in written form; and
Ability
to exercise judgment and discretion in applying and interpreting grant policies
and procedures as written in approved applications.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Graduation
from high school required. Bachelor’s degree
preferred with coursework in accounting, business administration or finance. A minimum of three (3) years of work experience
in accounting, finance or related field required.

SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
