POSITION SUMMARY:
Under
the direction of the Supervisor – Strategic Grants Development and Management, the
Grants Management Specialist is responsible for providing administrative
compliance oversight and risk management for system grants, as well as
facilitating scheduling and completion of grant management compliance reporting
requirements. The incumbent of this
position will routinely monitor and report grant progress and status, and
provide technical assistance and grant risk management training to grant
program managers.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Conducts
detailed program monitoring and tracking to facilitate adherence to budget,
schedule, internal controls and other aspects of each major grant;
Reviews
interim and annual performance reports and provides feedback to program
managers prior to submission to funding agencies;
Facilitates
timely submission of reports and regulatory documents to funders; tracks
systemic compliance/risk rate and regularly reports on grant management
performance measures to department leadership;
Reviews
and edits applications for entitlement grants submitted under the Bridge to
Excellence Act of 2003 and related annual state plans, grant program time and
effort reports, and interim and annual performance reports; provides feedback
to program managers prior to submission to funding agencies;
Provides
guidance and documentation to school personnel on grant processing procedures
including conducting on-site technical assistance sessions for new grant
awardees/program managers;
Coordinates,
schedules and conducts internal grant-management desk audits and grant progress
monitoring meetings for designated major grants;
Researches
and communicates current and revised federal, state, and foundation grant
regulations and requirements to program managers;
Develops,
documents and maintains PGCPS methods and procedures, as well as a toolkit for
the management of all major aspects of grants; supports maintenance of PGCPS
Administrative Procedure 3230;
Delivers
grants management training to build systemic capacity and mitigate risks;
Collaborates
in planning and project managing the compliance requirements of the PGCPS
systemic grants portfolio and designs and implements inter-departmental grant management
processes and authorization procedures, and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable
knowledge of regulations and trends in federal, state and other grant funding
compliance reporting and risk management techniques;
Knowledge
of grant-related compliance regulations, policies and procedures, as well as the
ability to interpret and apply those of the school system and other sponsoring
agencies;
Demonstrated
ability to critique grant reports and make recommendations for improvement;
Strong
information organization, project management and risk management skills with
the ability to provide technical support to system staff;
Strong
communication skills, both oral and in writing;
Mastery
of grant management and reporting techniques;
Excellent
interpersonal skills, group communication skills and the ability to work effectively
with and train a wide range of constituencies in a diverse community;
Ability
to prioritize and execute multiple projects simultaneously;
Ability
to work effectively with limited supervision and oversight; and
Demonstrated
ability to develop and deliver effective, interactive professional development,
and provide internal technical support to colleagues.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree from
an accredited college or university in education, business administration,
communication or a related field required; Master’s degree preferred. A minimum
of four (4) years of successful experience in grant management, preferably in
education or public sector setting, required.
CERTIFICATION REQUIREMENTS:
Certified Grants
Management Specialist (CGMS), or Grants Professional Certification (GPC)
credential preferred.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
