POSITION SUMMARY:
Under the direction
of the assigned Senior Human Resources Partner, the Human Resources Partner – Youth and Temporary
Employment will support all aspects of the Summer Youth Employment Program and
assigned temporary positions by providing strategic, efficient and
quality human resources and employee support services to employees and
candidates. The incumbent of this
position is the customer service point of contact for employees and applicants
as well as hiring managers for temporary employment services and supports throughout
all phases of the program and employment. The HR Partner – Youth &
Temporary Employment serves as the liaison between Prince George’s County
Public Schools and Prince George’s County Government in the successful
implementation of the Summer Youth Employment Program and is accountable for
the quality and effective staffing of work sites to include creating and
maintaining processes and
content procedures, policies, tools, templates and standards. Routine reporting
required.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Builds and supports a
high quality workforce to support the Summer Youth Employment Program; implements
strategic human resources reform to ensure all workforce requirements are met
for assigned summer work locations and other temporary employment positions; Establishes and
maintains a strong, positive working relationship with assigned principals and/or central office staff to
support the sourcing, assignment, onboarding, induction, retention,
development, and performance of high-quality candidates for seasonal and
temporary positions, to include the Summer Youth Employment Program;
Supports principals
and hiring managers in the planning for and assignment of staff, including
projecting needs and coordinating and monitoring work locations and employee
placements;
Serves as the liaison
between Human Resources and PGCPS offices to support the effective and
efficient hiring of temporary employees;
Serves as the liaison
between PGCPS and the local county government to support the effective and
efficient delivery of all services related to the Summer Youth Employment
Program;
Provides metrics and data/reports
to stakeholders regarding the Summer Youth Employment Program, to include but
not limited to candidates, new hires, turnover, employee performance, and
attendance;
Collaborates with
hiring managers to understand specific needs in terms of knowledge, skills and
abilities; implements screening and selection procedures and finalizes
candidate eligibility;
Coordinates and
performs a variety of human resources employment transactions; guides new hires
through onboarding, orientation and transition to their assigned positions;
Attends all required
meetings, trainings and professional development sessions in support of the
Summer Youth Employment Program;
Utilizes
all human resources information technology and adapts to new technologies
quickly; interfaces with technology staff on information systems issues related
to season/temporary employment, to include the Summer Youth Employment Program;
and
Performs
other duties as assigned.

self-starter, able to work well independently, with little supervision;
Must have demonstrated
ability to successfully work with clients and stakeholders at all levels;
Must be proficient in
Microsoft Office Suite, with particular strength in Word and Excel; must also
be proficient in PowerPoint, etc., and skilled using the internet for work-related
research;
Experience with implementing Human Resources
processes and employment procedures in educational settings;
Strong analytical skills that involve problem
solving and decision making capacity; and
Demonstrated customer service skills, leadership
ability and decision making skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's
degree from an accredited college or university required in Education, Human
Resources, Business Administration, Public Administration, or a closely related
field; Master’s preferred. Five years of progressive work experience in Human
Resources/human capital management or education, some of which has been in a
large organization.
CERTIFICATION REQUIREMENTS:
PHR or SHRM-CP
certifications preferred.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
