POSITION SUMMARY:
The HVAC/Plumbing Master Foreman plans, directs and supervises the work of the
heating/ventilation/air conditioning/ refrigeration and plumbing maintenance
crews engaged in the construction, maintenance and repair of buildings
throughout the school system. The incumbent in this position is responsible for
the overall management, operation, scheduling repairs, and preventive
maintenance, and safety of all heating, ventilation, air conditioning, water
treatment, plumbing and refrigeration systems in all Board of Education
facilities; this includes, but is not limited to the design, planning,
specification, procurement, installation and administration of those systems
and/or components thereof. He/she is, therefore, responsible for assigning,
directing, scheduling, inspection of work and follow-up of crews composed of
HVAC/Refrigeration Mechanics, Plumbers and Trades Helpers in the construction,
maintenance, repair and installation of water, sewage, heating and cooling, oil
burners and refrigeration systems and equipment.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Manages, plans, schedules, assigns and inspects the work
performed by shop employees involved in the maintenance, repair and
construction of heating/ventilation/air conditioning/refrigeration systems and
plumbing;
Reviews priorities and assigns work order requests from schools
and other facilities; maintains daily work reports of all crews; maintains
daily time keeping records, approving or disapproving leave as appropriate and
implements progressive employee disciplinary practices;
Develops and writes specifications for the purchase, scheduling
and installation of related equipment and materials;
Reviews equipment operation, maintenance and chemical treatment
requirements in order to protect and increase equipment life cycle; writes
equipment operation and preventative maintenance procedures;
Inspects operation and maintenance of therapy tanks, sewage and
water treatment systems, recommends and schedules changes in chemical equipment
and reviews inspection reports;
Determines equipment and material needs for current or projected
projects and submits to Director for use in budget forecasts;
Develops and instructs training courses to maintain efficient
and effective operation and maintenance of HVAC equipment; instructs and
promotes safety and security of personnel, materials and equipment;
Maintains communication with other Master Foremen and Facilities
Administration personnel to coordinate work efforts;
Responds to emergency situations during and after regular duty
hours; Dispatches crew members for after-hours responses;
Participates in the interviewing and hiring of personnel,
ensures accuracy and maintains time worked and related personnel records;
evaluates employee performance, resolves disciplinary problems; and
Performs related duties as
assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of the practices, methods, materials, safety
practices and equipment involved in the heating/ventilation/air
conditioning/refrigeration and plumbing maintenance trades as well as other
related trades;
Thorough knowledge of supervisory principles and practices
involved in the operation and control of a variety of tradesmen;
Thorough knowledge of occupational hazards and safety
precautions of the trades supervised;
Ability to plan, lay out, estimate, supervise and review the
work of a large number of subordinates in a manner conducive to full
performance and high morale; ability to effectively coordinate the activities
of a number of shop and field crews, as necessary, to effect full utilization of
equipment, personnel and materials;
Ability to maintain records of work performed and periodically
summarize in report form such information; and
Ability to state ideas clearly and concisely, orally and in
writing.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
High school diploma or GED with progressively responsible
technical and managerial experience in plumbing, heating/ventilation/air
conditioning/refrigeration, including responsible supervisory work in the
trades’ area.
CERTIFICATION REQUIREMENTS:
Possession of an appropriate and valid Maryland Motor Vehicle
Operator’s License with driving record indicating five (5) or fewer current
points of which no more than three (3) shall have been accumulated as a result
of traffic violations occurring while operating a Board of Education vehicle.

SUPERVISORY RESPONSIBILITIES:
Supervises the work of the heating/ventilation/air
conditioning/refrigeration and plumbing maintenance crews.
