POSITION SUMMARY:


  The Supervisor will be responsible for supervising the Office of Health Services, Wellness Program, Vision and Hearing Program, Certified Medication Program, Preschool Screening Program, Health Services Staff Development Program, OSHA and Blood Borne Pathogen Program, and Medical 504 Transportation Program for the entire school district.  The incumbent will develop and provide guidance and supervision to maintain and assure state laws, policies and guidelines as related to health are adhered to as mandated by Maryland law.  Responsibilities also include providing liaison between the Chief of Student Services, Director of Student Services and other school divisions, departments, offices and outside agencies as it pertains to health/medical issues.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Facilitate the development and management of programmatic goals, priorities, objectives and strategies to assure the delivery of quality service that is effective, efficient and accountable;

Develop and implement system wide health policies and procedures;

Monitor and maintain updated medical data on students, particularly immunization records;

Maintain effective communication within each program and the unit;

Develop and deploy personnel for maximum efficiency and effectiveness;

Frequently review and if necessary, conduct an analysis of need;

Interpret health laws, policies, state guidelines, board policies and procedures to staff and recommend actions to the Director of Student Services;

Interpret programs to community groups throughout the county;

Attend and/or conduct system-wide meetings at national, state and local levels;

Provide a comprehensive annual report outlining all of the major accomplishments of each entity of the unit;

Collaborate with the Department of Special Education in the process of identification, evaluation, and programming for students with special health needs;

Serve as the system-wide 504 medical transportation coordinator providing information to schools and parents about the law and medical transportation services;

Meet regularly with program managers to develop and implement program goals, objectives and priorities;

Supervise the provision of health services to all students/staff and visitors;

Assure that all medical related/crisis emergency procedures are followed;

Work collaboratively with outside agencies to develop necessary policies and procedures that positively impact on student health;

Provide medical consultation to principals, administrators, board members and other instructional staff as needed;

Interpret medical/health related laws;

Work collaboratively with institutions of higher learning to recruit and retain highly qualified staff;

Develop up to date protocols for health needs of students;

Monitor offices and various program goals and works with supervisory staff regarding program/ work objectives;

Evaluate staff and program performance system wide;

Oversee all facets of annual budget development for the office, establish and modify priorities in relationship to budget allocations;

Facilitate and monitor revisions of administrative procedures maintained by the Department of Student Services;

Coordinate system-wide training for OHSA and blood borne pathogens;

Provide assistance to the Chief of Student Services as needed; and

Other duties as assigned by the Director of Student Services 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Expertise in the area of school health programs, state health laws, Federal health requirements such as OSHA and related services;

Considerable knowledge of public school administration policies and procedures;

Considerable knowledge of design, implementation, and evaluation of  professional development programs and initiatives;

Experience and skill in personnel and program evaluation;

Knowledge and skill in the professional roles, functions and disciplines within the department;

Demonstrated leadership and administrative competency, demonstrated ability to analyze data and provide alternative solutions to problems;

Excellent written and oral communication skills; and

Effective human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Master's Degree from an accredited institution with increasingly responsible experience in administration; doctorate preferred, with a minimum of five years of academic management experience in a large public sector organization; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.  Experience with organizational transition.  Ability to organize and implement progressive programs.  Experience with the development of collaborative, sustainable professional learning communities.

 

 



CERTIFICATION REQUIREMENTS:


 

Eligible for or RN licensed in State of Maryland.  Certification with ANA Credentialing Center as CNAA preferred. Admin I required.


 

 



SUPERVISORY RESPONSIBILITIES:


 

Oversees and provides guidance and direction to the following offices and programs in Student Services: Regional Health Services Program, Wellness Program, Vision/Hearing Program, 504 Medical Transportation Program, CMT Program, Emergency Preparedness, OSHA, Preschool Screening and Health Services Staff Development.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
