POSITION SUMMARY:
Under the direction and supervision of the
Senior Certification Partner, the Human Resources Junior Partner –
Certification performs specialized and analytical work related to educator
credentialing in accordance with the Maryland State Department of Education
(MSDE). The focus is to ensure educators
obtain and maintain the correct credentials to teach the appropriate subject
and grade level and/or lead instruction in Prince George’s County Public
Schools. The incumbent of this position provides guidance and assistance
in credential renewals and the issuance of certificates for educators. The Human Resources Junior Partner –
Certification will serve as a member of a cross-functional team that supports
the employment lifecycle and provides efficient and effective customer service.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides services related to
teacher/specialist/administrator certification including maintenance and
renewal of applicable certifications;Reviews and assists with the evaluation of
candidate and employee credentials and documents required for employment
transactions to include determining eligibility and salary placements
recommendations;
Gathers, reviews, compiles and maintains data
from a variety of systems to prepare accurate and comprehensive reports for
supervisors and leadership;
Resolves frontline certification related issues
and concerns with discretion and maintains confidentiality of sensitive
information;
Supports the accomplishment of the Human
Resources Division mission and objectives by completing diverse, technical and
complex administrative duties that support the employment life cycle and
employment functions;
Assists with
monitoring compliance with state certification and licensing requirements for
pre- and post-employment;
Troubleshoots certification issues/inquiries
and serves as a customer service point of contact for credentialing;
Communicates certification status of educators and administrators in electronic,
written and oral formats;
Monitors and receives certification renewal documentation and maintains
certification and licensing information; advises of impending expirations and
timelines for extensions/renewals;
Provides support and represents PGCPS at recruitment fairs; assists with
the onboarding of new employees;
Provides document preparation in the development of program schedules,
materials, flyers, brochures, videos, PowerPoint presentations and other
related materials;
Attends and participates in team and divisional staff meetings to assist
in continuous improvement with communications, customer service and planning;
and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Knowledge and experience of human
resources best practices and principles;Experience with Human Resource
Information Systems - Oracle preferred;
Ability to function independently and
work within a team;
Ability to exercise appropriate
judgment and discretion in providing administrative and technical support
regarding Human Resources within PGCPS;
Ability to collect, compile and
analyze data, assemble information and prepare reports;
Ability to effectively interpret and
communicate human resource policies and procedures;
Ability to establish and maintain
effective working relationships with associates, officials and employees;
Ability to prioritize, plan and
execute multiple, complicated and continuing assignments in a timely and
efficient manner;
Ability to maintain confidentiality;
Excellent oral and written
communication and presentation skills;
Excellent interpersonal and
organizational skills; and
Must be proficient in Microsoft Office
Suite (Excel, PowerPoint, Word, Outlook, etc.) and skilled using the internet
for work related research, as well as Oracle and position control related
technologies.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's degree
from a regionally accredited college or university with major work in human
resources, education or business administration preferred; three (3) years of increasingly responsible
professional experience directly related to human resources, with at least one
(1) year in scanning and electronic records management. Previous experience in credentialing services
within a collective bargaining environment preferred.
CERTIFICATION REQUIREMENTS:
Possess
or be eligible for the Certified Authorized Partner Associate (CAPA)
designation by the Maryland State Department of Education required. A willingness to work towards Certified
Authorized Partner (CAP) designation strongly preferred.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
