POSITION SUMMARY:
Under the direction and supervision of the Senior
Recruitment and Retention Partner, the Human Resources Junior Partner –
Recruitment and Retention performs specialized work in the areas of
recruitment, selection, hiring, performance, succession, development and
retention of instructional and support personnel. The incumbent provides guidance and
assistance with the implementation of high volume sourcing programs.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides transactional
recruitment, selection, hiring, and retention services to assigned accounts,
under the direction of an assigned supervisor, including but not limited to posting
vacancies, screening, supporting interviews,
processing documents and personnel actions, maintaining records and
preparing reports;
Assists with an initial
review of a candidate’s eligibility, gathers documents for employment
transactions and may make recommendations for salary placements;
Performs recruitment
services to include, but not limited to, posting positions, screening
candidates, data entry, scanning, researching and updating job sites/banks and
applicant tracking system;
Coordinates virtual and
in-person career fairs, arranges travel, and manages recruitment related
requisitions in Oracle;
Gathers, reviews, compiles
and maintains data from a variety of systems to prepare accurate and
comprehensive reports for supervisors and leadership;
Resolves frontline
employment related issues and concerns with discretion and maintains
confidentiality of sensitive information;
Provides sourcing and
transactional recruitment, selection, hiring and retention services, under the
direction of an assigned supervisor;
Completes diverse,
technical and complex administrative duties that support the employment life
cycle and employment functions;
Troubleshoots applicant
issues and serves as the primary point of contact and system support
administrator for the candidate management system;
Facilitates screening interviews
panels for support positions to include assisting in the development of panel
questions, maintain consistent panel guidelines and scheduling of interviews as
needed;
Assists in maintaining compliance for
the purpose of adhering to federal, state and local employment laws and
negotiated agreements between unions and PGCPS;
Composes correspondence for the
purpose of providing support or conveying information to applicants, interview
panels and staff;
Provides support and represents PGCPS
at recruitment fairs, to include preparing packets, screening applicants and
scheduling interviews;
Assists with providing document
preparation in the development of program schedules, materials, flyers,
brochures, videos, PowerPoint presentations and other related materials;
Manages the relocation reimbursement
process;
Supports the annual review and update
of the “Strategic Recruitment Plan;”
Provides information and guidance to
principals, department heads, staff and employees related to Human Resources
processes and procedures;
Provides assistance to school
administrators, area administrators and/or central office regarding staffing
allocations;
Attends and participates in team and
divisional staff meetings to assist in continuous improvement with
communications, customer service and planning; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Knowledge
and experience of human resources best practices and principles;
Experience
with Human Resource Information Systems - Oracle preferred;
Ability
to function independently and work within a team;
Ability
to exercise appropriate judgment and discretion in providing administrative and
technical support regarding Human Resources within PGCPS;
Ability
to collect, compile and analyze data, assemble information and prepare reports;
Ability
to effectively interpret and communicate human resource policies and
procedures;
Ability
to establish and maintain effective working relationships with associates,
officials and employees;
Ability
to prioritize, plan and execute multiple, complicated and continuing
assignments in a timely and efficient manner;
Ability
to maintain confidentiality;
Excellent
oral and written communication and presentation skills;
Excellent
interpersonal and organizational skills; and
Must
be proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook,
etc.) and skilled using the internet for work related research, as well as
Oracle and position control related technologies.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's degree from
a regionally accredited college or university with major work in human
resources, business administration or public administration preferred. A minimum of three (3) years of increasingly
responsible professional experience directly related to human resources.

No direct supervisory responsibilities.
