POSITION SUMMARY:
Under the direction of the Instructional Supervisor, the
Instructional Specialist – 504 assists with the administrative management and
procedures for the implementation, evaluation and the provision of services to
students with disabilities under Section 504 of the Rehabilitation Act. The incumbent
of this position will assist with systemic monitoring of Section 504 services including
504 compliance, accurate record keeping and data collocation, and response to
parental, school and community requests for information relative to the
Administrative Procedure and adherence to the law.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides support services to administrators, school staff and
central office personnel for the implementation of 504 student plans;
Establishes and maintains a strong, positive working
relationship with assigned school-based and central office staff to support the
implementation, proper identification and evaluation of 504 services for
students with disabilities;
Facilitates and monitors the adherence of Administrative
Procedure 5146 by school staff/administrators and other system personnel to
ensure timelines of annual reviews and 3 year re-evaluations;
Collects data and research relative to IDEA/ADA/Rehabilitation
Act of 1973 (Section 504) for updates and dissemination regarding compliance
issues, legal suits and advocate complaints;
Provides professional development and trainings for 504 school teams,
Professional School Counselors, Occupational Therapists, Pupil Personnel Workers,
School Psychologists, Testing, Coordinators, Special Education staff, and area
offices;
Assists with school-level investigations and resolving
grievances;
Provides assistance and guidance to schools, parents and
administrators with implementation of student 504 plans, recordkeeping/database
maintenance and compliance issues or related meetings;
Attends 504 meetings at schools, as well as attends meetings
with local and state agencies, various committee meetings and conferences and
workshops; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Knowledge and skill in the professional
roles, functions, and disciplines within a school/department;
In-depth knowledge of IDEA/ADA/Rehabilitation
Act of 1973 as applied to elementary and secondary public schools;
Knowledge of 504 case management and OCR
resolution/investigation/monitoring procedures;
In-depth knowledge of Administrative
Procedure 5146.
Demonstrated leadership in guiding diverse
groups of people through problem-solving;
Demonstrated ability to analyze data and make
data-driven decisions;
Excellent written and oral communications
skills;
Ability to appear before groups and to speak
clearly and concisely in eliciting support for division initiatives;
Ability to establish and maintain effective
and professional work relationships with other school officials and outside
agencies;
Ability to effectively present and
communicate through a variety of forums, including presentations, community
forums and internal meetings;
Exceptional organizational skills, and the
ability to effectively manage multiple complex projects while communicating
status and progress; and
Proficient use of technology applications
(Microsoft Office Suite, Google Platform, Video/web conferencing).
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or
university in counseling or a closely related field required. A minimum of five (5) years of experience in
the education field with a minimum of three (3) years of successful Section 504
case management experience.
CERTIFICATION REQUIREMENTS:
Advanced Professional
Certificate (APC) issued by the Maryland State Department of Education (MSDE)
with counseling and Administrator I endorsements required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
