POSITION SUMMARY:
Under the direction of the Instructional Supervisor of Accountability,
the Instructional Specialist is responsible for monitoring and implementation
of instructional programs and initiatives to enhance program effectiveness and
to ensure compliance with federal, state and local guidelines. The
Instructional Specialist collaborates with the supervisor, other specialists,
and area office staff regarding the school improvement grant, school wide
programs, and parent/community outreach to ensure compliance with federal,
state, and local guidelines.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Observes and monitors instructional
programs in school wide and targeted assistance schools to enhance program
effectiveness and ensure compliance with federal, state and local guidelines;
Monitors programs and develops
evaluation tools to enhance program effectiveness;
Assists with the collection,
analysis and utilization of data to drive instruction;
Plans and organizes the implementation
of participating schools with guidance from the supervisors;
Assists with the interpretation of
student data, the evaluation of program activities and serves as a resource for
instructional program modifications;
Provides an overview to principals
in the budget development process and expenditures of allocated funds to ensure
compliance with federal, state, and local guidelines with the primary
objectives of increasing student achievement;
Informs principals, school staff,
area office and other applicable central office staffs of program expectations;
Provides guidance to area and
central offices regarding the status and implementation of instructional
programs and initiatives including regulatory, programmatic, and fiscal
requirements;
Provides technical assistance to
schools in the development of school improvement plans (SIPs) to ensure that program
components are evidenced throughout submitted school specific plans;
Conducts on site visits at
identified schools;
Works collaboratively with area and
central office personnel and other departments to develop instructional programs;
Actively seeks the involvement of
parents in the work of all schools and school improvement, and provides
appropriate guidance, oversight, and monitoring of services to all students and
families within.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Five (5) years of successful
teaching experience;
Keeps abreast of latest research, best
practices, developments and techniques in the delivery of instructional
practices;
Knowledge instructional techniques, management
skills and strategies for modifying curriculum;
Thorough knowledge of Prince
George’s County Public Schools (PGCPS) organization and K-12 curriculum;
Considerable knowledge of
system-wide school improvement planning;
Experience in determining program
evaluation criteria and implementing ongoing program evaluation;
Demonstrated leadership and
administrative competency;
Ability to analyze student performance and
participation data;
Effective planning and organization skills, as
well as the ability to multi-task and meet deadlines;
Effective communication (oral and written) as
well as human relations skills;
Experience working with state, county and/or
federal agencies; and
Experience working with computers and other
technology.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree from an accredited institution in education,
educational policy, administration or a related field.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate (APC); Administrator I
Certification required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
