POSITION SUMMARY:
Under the
direction of the Instructional Supervisor, the Instructional Specialist - Speech
Language will be responsible for the development, coordination and
implementation of countywide Speech Language Pathologist (SLP) programs. The responsibilities include collaboration for
program planning and design, staffing assignments, observations and
trainings. The incumbent will ensure the
SLP program is in compliance with federal, state and local mandates and
policies. The Instructional Specialist – Speech Language maintains high levels
of standards for student, staff and parent satisfaction in order to
successfully provide services to students while operating in compliance with
Prince George’s County Public Schools policies and procedures and all state and
federal regulations.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Ensures federal, state and local policies and
procedures are adhered to by staff;
Plans and organizes trainings and professional
development to ensure school-based SLPs have the knowledge, skills and
expertise needed to perform job duties;
Coordinates with Supervisors of the Early Childhood
Office on program-specific speech and language professional development,
service delivery, and staffing needs;
Maintains and oversees all aspects of the speech
program/related service; manages the ongoing development and maintenance of
best practices relative to service delivery; develops and implements proactive
Speech and Language Program designs;
Assists schools with the alignment of curriculum,
instruction, and assessment;
Manages staff assignments;
Manages the ongoing development and maintenance of
best practices relative to service delivery;
Evaluates and ensures adequate resources are available
to staff and students to deliver services listed on the IEP/504 Plans including
equipment and materials;
Monitors documents for Medicaid, service logs and
entering pertinent information into student records;
Collaborates with the Medicaid Office on monitoring
documentation standards for billing and reimbursement;
Conducts staff observations and professional growth
conferences and makes recommendations;
Assists with the development of researched-based
programs;
Collaborates with Human Resources on the recruitment,
interview, selection, retention and orientation of staff;
May assist schools with the
analysis of the master schedule to determine if time is being used efficiently;
Attends all meetings related to Programs and
Related Services;
Participates on the Maryland Steering Committee
for Speech Language Pathologists;
Submits all required reports to federal state
and local agencies; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of therapeutic interventions
needed to meet the needs of students with disabilities;
Thorough knowledge of options for meeting the
needs of students in the least restrictive environment;
Thorough knowledge of current trends and
research in Speech Language Pathology;
Knowledge of IDEA and COMAR regulations
pertinent to Speech and Language therapy;
Demonstrated leadership abilities;
Ability to collaborate effectively with IEP
teams, other school staff, administration and providers from other service
agencies;
Ability to manage and work effectively with
diverse populations and communicate with parents, staff and students
successfully;
Computer literacy including
proficiency with Microsoft Word and Google;
Ability to navigate virtual
platforms;
Excellent verbal and written communication
skills; and
Effective human relations and
interpersonal skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an
accredited college or university in Speech-Language Pathology/Communication
Sciences. A minimum of three (3) years of successful
experience as a school-based Speech and Language Pathologists, and three (3)
years’ experience in leadership activities within the Speech and Language
Community.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate; Administration I
Certificate required. Licensure
as a Speech/Language Pathologist from the Maryland State Board of Audiologists,
Hearing Aid Dispensers and Speech Language Pathologist; ASHA Certification of
Clinical Competence (CCC).
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
