POSITION SUMMARY:


Under the direction of the Associate Superintendent of Student Services, the Instructional Specialist will support the comprehensive program of student services which includes 504 services, pupil personnel services, school counseling, college readiness, international student admissions and enrollment, psychological services, home schooling, homeless, health services, home and hospital teaching, student engagement and support, and student records, transfers and archival services. The incumbent of this position will be responsible for developing and monitoring effective prevention and intervention services to schools i.e. bullying, peer mediation, positive behavioral strategies, restorative approaches, social emotional learning, Student Intervention Teams/School Supplemental Teams/Response to Intervention (SIT/SST/RtI) and other student-related services. The incumbent will have primary oversight in the development of student services related policies and procedures; professional development; and long-range program planning.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 Assists with the development of overall objectives for Student Services to include: support departmental and systemic priorities, operating procedures, objectives and strategies and implement the process and procedures for program monitoring and evaluation;

Assists with the development of grants based on an analysis of needs and awareness of availability of resources;

Develops, monitors, and evaluates performance measures and provides a comprehensive annual report outlining all of the major accomplishments of each entity of the unit;

Establishes and updates procedures for monitoring the department’s operations and makes changes, when necessary;

Ensures all public facing information for the department is updated to include websites, brochures, forms, directories and ensures parental awareness of established services and programs;

Makes appropriate recommendations for research and evidence based programs;

Serves as a thought partner in the development of effective systems and structures for project management;

Provides management of the department’s projects to include critical data oversight of attendance, bullying and certify data for 504 and discipline;

Establishes and maintains a strong, positive working relationship with assigned school-based and central office staff to support the implementation of student services related components;

Supports the implementation of SIT/SST/RtI teams and process;

Provides professional development trainings as appropriate in student services-related components to school teams and area offices relative to bullying and SIT/SST/RtI;

Facilitates and monitors the adherence to student services related administrative procedures by school staff/administrators and other system personnel;

Attends meetings at schools, local and state agencies, committees, conferences, and workshops to effectively represent Prince George’s County Public Schools and Student Services; and

Performs other duties as assigned. 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 Thorough knowledge of the Maryland State Department of Education (MSDE) and Prince George's County Public Schools (PGCPS) policies, regulations, and procedures; as well as federal and state legislation relating to the provision of student services;

In-depth knowledge of COMAR, PGCPS Student Services related Administrative Procedures and Board Policies to include IDEA/ADA/Rehabilitation Act of 1973 specifically as applied to elementary and secondary public schools;

Possess knowledge and skills in the professional roles, functions, and disciplines within Student Services and schools;

Ability to collect, analyze, interpret and adjust data relative to student learning, and make data-driven decisions;

Ability to establish and maintain effective and professional work relationships with students, staff, parents,  school officials, community partners, universities and outside agencies;

Ability to plan, administer, coordinate, and evaluate a countywide student services program;

Ability to effectively present and communicate through a variety of forums, including presentations, community forums and internal meetings;

Demonstrated leadership in guiding diverse groups of people through problem-solving;

Exceptional organizational skills, and the ability to effectively manage multiple requests from schools, offices, families and community stakeholders;

Proficient use of technology with the ability to adapt to new technology quickly;

Computer literacy including proficiency with Microsoft Word; and

Effective human relations and interpersonal written and oral communications skills
EDUCATION and/or EXPERIENCE REQUIREMENTS:


 Master's degree from an accredited college or university in counseling, pupil personnel, psychology, special education, education or related field required.  A minimum of five (5) years of experience in school settings in a student services related field.



CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administration I endorsement required.

Maryland state certification or licensure requirements for one of the pupil service fields, including social work, guidance and counseling, school psychology and/or pupil personnel worker preferred.



SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.

Specific vision abilities required by this job include close vision such as to read handwritten or typed material, the ability to adjust focus, and depth perception. While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

ADDITIONAL INFORMATION:


This position requires travel to various school and office locations within the school district to provide support and attend meetings.
