POSITION SUMMARY:
Under the direction of the Instructional Supervisor, the
Instructional Specialist – Career and Technical Education is responsible for
assisting in the monitoring of department programs and initiatives and
executing administrative responsibilities as required. The incumbent will manage all aspects of all
PGCPS apprenticeship programs and assist the Instructional Supervisor in
developing an aligned curriculum document for construction and development, early
childhood education, the Teacher Academy of Maryland programs, financial
literacy and the family and consumer sciences elective courses. The Instructional Specialist will provide
professional development for educators and assist in coordinating all facets of
curriculum and program implementation and evaluation.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Oversees
apprenticeship programs to include recruiting and retaining partner employers,
recruitment of students, providing job-readiness workshops, onboarding,
maintaining records, and ensuring all applicable local, state and federal laws
are followed;
Collaborates
with partners to facilitate career readiness activities, assists with apprenticeship
and job applications, and creates and implements career exploration events;
Makes
presentations within and outside the school system;
Meets
regularly with the advisory boards for the apprenticeship programs;
Conducts
assessments, data collection and analysis of formal and informal data for use
in targeting and monitoring the effectiveness of all assigned programs;
maintains data on system assessments, completions and certifications to inform
project decisions;
Aids in
developing school-based instructional programs for students in grades 6-12;
Serves as
a liaison to schools and central office departments to ensure programs of study
are implemented with fidelity and meet industry standards;
Assists
in evaluating instructional materials, textbooks, software and media;
Works
with and supports educators to ensure the curriculum is followed and ascertains
instructional needs; plans, conducts and facilitates professional development;
Assists
with and manages curriculum writing to align with MSDE, national standards and
PGCPS requirements;
Conducts
formal observations of teachers using Framework for Teaching, Institute for
Learning Look Fors, and industry tools as appropriate;
Attends
and participates in trainings, meetings, events and professional development as
required; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Strong knowledge and understanding of youth and
traditional apprenticeship programs;
Knowledge of PGCPS, MSDE and industry standards
aligned to assigned programs;
Ability to monitor the implementation of program
curriculum and collect feedback to support the continuous improvement of program
course instructional guides and instruction in schools;
Knowledge of current research and trends in
careers with special emphasis on curriculum, instruction, career experiences, job-readiness
training, culturally responsive teaching and assessment;
Ability to work effectively with educators,
other CTE staff, industry professionals and professional organizations in
providing rigorous academic experiences for all students;
Experience developing curriculum and
assessments aligned with local and Common Core State Standards, as well as
industry standards;
Experience in collaborative planning, providing
professional development and creating lasting business partnerships;
Ability
to effectively convey reliable, accurate information for easy interpretation by
the recipient;
Must
be proficient in Microsoft Office Suite, conducting on-line training
opportunities and other technological platforms and programs i.e. Oracle,
Google, etc.; and
Demonstrated
skills in effective human relations and in oral and written communications.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s
degree from an accredited college or university in education, educational
administration and supervision or a closely related field required. A minimum of five (5) years of successful
teaching experience required. Previous
experience in a CTE program setting, industry experience or experience managing
apprenticeship programs required.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate with Administration I
endorsement required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
