POSITION SUMMARY:


Under the direction of the Instructional Supervisor, the Instructional Specialist is responsible for assisting assigned schools through intentional coaching, facilitating the development, and monitoring the fulfillment of assigned grant requirements; implementation of the core components of the Danielson Framework for Teaching and the Maryland College and Career Ready Standards (MCCRS).  The Early Childhood Instructional Specialist supports the Instructional Supervisor in creating an atmosphere and environment conducive to the intellectual, physical, social and emotional development of students in Prekindergarten and Kindergarten.   The incumbent will be responsible for analyzing data and working with the school administration in understanding assessment data in order to generate effective responses to the school/students' needs.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Establishes clear goals and objectives related to the systemic initiative as outlined in the PGCPS Strategic Plan;

Leads the development and monitoring of implementation of the early childhood instructional program to address local and state mandates;

Develops capacity of educators through coaching, planning, developing, and implementing of curriculum, assessments, and professional development;

Monitors student achievement through the use of quarterly milestone and other formative data;

Provides training in using formative assessments to enhance and engage student learning;

Analyze and interprets test results and provides written interpretation and analysis for school and individual teacher use, inclusive of the MSDE Web Sites; (www.MDK12.org, www.MDReportcard.org, www.Marylandpublicschools.org);

Analyzes data to assist in the development of school plans;

Leads professional learning communities (PLC);

Writes reports, maintains required records and follows required procedures and practices;

Manages, plans and conducts staff development activities that focus on the use of data and assessment to enhance learning and collaborative instructional planning;

Provides instructional leadership including professional development in the areas of developmentally appropriate early childhood best practices, inclusive education, and differentiated instruction and co-teaching models;

Assists in the development of reports and other department documents;

Improves skill and knowledge base in current trends, research and methodology in instructional techniques, technology, multicultural content, problem solving and interdisciplinary connections;

Supports the development, monitoring and reporting of identified grants; and

Performs other related duties are requested.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 Broad knowledge of the early childhood pedagogy;

Thorough understanding of Early Childhood related regulations, policies and procedures;

Ability to work independently and to exercise initiative in carrying out duties and responsibilities;

Demonstrate leadership and administrative competency;

Demonstrate written and oral communication skills;

Effective interpersonal skills; and

Effective human relations skills.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s Degree required.  Minimum of 5 to 7 years of experience teaching and planning curriculum; or any equivalent combination of training and experience which provides the required knowledge; skills and abilities.



CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate; Administration I Certificate required.



SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.
