POSITION SUMMARY:
Under
the direction of the Instructional Supervisor, the Instructional Specialist will
be responsible for providing coordination and compliance oversight for the
Judith Hoyer Program that supports the twelve (12) components of the Judith Hoyer Family
Learning Center addressing the school’s readiness needs for the community. These positions will be located at various school
sites.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Meets the obligations of the blueprint for
Maryland’s Future by collaborating with the Maryland State Department of
Education (MSDE) to develop and implement the twelve components of a
well-defined Judith Hoyer Family Learning Center;
Represents the Judith Center at Maryland
State Department of Education Judith Hoyer Family Learning Center meetings,
advisory boards, steering committees, and conferences as requested to give and
receive information;
Maintains policies and procedures related to
access the Judith Hoyer Family Learning Center;
Works closely with the principal/school leaders,
teachers, and staff regarding high quality programming in early childhood to
include the Maryland State Department of Education accreditation for the prekindergarten
program;
Provides program enhancements and enrichments in early
childhood for the community and families;
Monitors compliance with all State and Federal mandates
related to the Judith Hoyer Family Learning Center;
Writes and disseminates communication
documents including newsletters, brochures, and grant reports related to the
Judith Hoyer Family Learning Center;
Supports delivery of the early intervention
services to children birth through five years old;
Collaborates with the Early Childhood Program
to develop and implement systemic professional development related to school’s
readiness;
Collaborates with the Early Childhood Program
to develop and implement parent training modules;
Provides a consistent exchange of information
in all directions, including written and verbal reporting of all site
operations;
Generates regular statistical reports and
narrative reports describing the Judith Hoyer Family Learning Center’s
accomplishments, obstacles, and possible strategies to strengthen services;
Provides strong, effective, and responsive
advocacy for the Judith Hoyer children and families, working within a
relationship-based model that practices and promotes the philosophy and mission
of the Judith Hoyer Family Learning Center and Prince George’s County Public
Schools;
Speaks to parents and community groups on
behalf of the Judith Hoyer Family Learning Center, along with other Early
Childhood initiatives;
Provides on-going collaboration with community
partners to support early childhood initiatives targeted at building school
readiness, and
Performs other related duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrated knowledge of skills and experience related
to Early Childhood community outreach, adult education and school readiness;
Demonstrated experience and success as a member of a
collaborative team responsible for planning and implementing educational
programs;
Demonstrated skills in effective human relations and in
oral and written communications;
Must possess Judith Hoyer Family Learning Center
experience or similar program experience;
Knowledge and experience of adult education best practices
and community outreach;
Knowledge of school readiness;
Experience
with budget development, grant writing, grant monitoring, and management of
staff; and
Experience
in developing and providing staff, community, childcare, and parent training workshops.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s Degree from an accredited college or universityin
education, early childhood, special education, or related field required.
A minimum of three (3) years’ experience in early childhood and/or family
outreach, with three (3) years’ experience in program development and expansion.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate required; Administration I Certificate required.
SUPERVISORY RESPONSIBILITIES:
Assist
supervisor with program oversight and staff.
