POSITION SUMMARY:
Under the direction of
the Instructional Supervisor of Test Administration, the Instructional Specialist – Test
Administration performs specialized testing and research work in the
implementation and coordination of assessment programs at the elementary,
middle, or high school level for the Department of Testing, Research and
Evaluation. The programs include state assessments and other district
assessments that support the variety of instructional programs.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Coordinates
and implements elementary, middle and high school assessment programs; assists
with all online testing programs;
Understands
the operation of instructional programs and scheduling at the elementary, middle
and high school levels;
Assists
with implementation of targeted testing programs, (i.e., English Language
Proficiency Test (ACCESS 2.0), PSAT 8/9, Special Programs Entrance Exams, NAEP,
etc.);
Assists
in implementing county and state assessments;
Develops
and presents materials to improve the understanding and use of data and
reporting test results;
Analyzes,
interprets, and reports test results for the Department of Testing, Research
and Evaluation and uses such results to make data-driven recommendations;
Utilizes
measurement techniques in reporting results from elementary, middle and/or high
school assessment programs; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Considerable
knowledge of testing techniques, methods and strategies;
Experience
in administering and oversight of state and county testing programs, such as serving
in a School Test Coordinator or alternate School Test Coordinator position;
Experience
with Performance Matters and other data warehouse systems;
Experience
with various Microsoft Office Suite applications, Google apps, and other
software packages;
Thorough
understanding of test instruments and the training for administration of such
instruments;
Ability
to establish and maintain effective working relationships within the Department
of Testing, Research and Evaluation, PGCPS and MSDE;
Ability
to analyze, interpret and display accurate data; and
Effective communication skills both orally and written.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s
degree from an accredited college or university in Educational Measurement, Statistics,
Administration and Supervision or related area required. A minimum of five (5)
years’ successful experience as a School Test Coordinator or alternate School
Test Coordinator required.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate; Administrator I Certificate
required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
