POSITION SUMMARY:


Under the direction of the Director of Testing, Research and Evaluation, the Instructional Specialist – Test Reporting is responsible for monitoring and implementing programs and initiatives related to reporting and professional development of the Prince Georges County Public Schools (PGCPS) Internal Assessment Program and the Maryland Comprehensive Assessment Program to enhance program effectiveness and to promote student achievement. The incumbent of this position collaborates with the director, supervisors, specialists and other PGCPS staff regarding best practices in assessment administration and reporting, school improvement planning, district wide programs and initiatives to ensure compliance with national, state, and local guidelines consistent with Every Student Succeeds Act (ESSA) and the Local ESSA Consolidated Strategic Plan (LECS).  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Monitors the collection, analysis, and utilization of national, state and district assessment data to drive instruction as well as the growth over time to track improvement in student learning;

Assists with the interpretation of student data, the evaluation of assessment activities and serves as a resource for assessment program modifications;

Informs principals, school staff, area offices and other applicable central office staff of best practices and analytical trends and patterns in student performance data;

Provides technical assistance to offices and schools in accessing student data and reports to ensure that the data they are utilizing is valid and reliable;

Conducts on-site visits, technical assistance and professional development sessions on analyzing and utilizing assessment data at identified schools and offices;

Works collaboratively with inter-departmental, area and central office personnel and other departments on the use and interpretation of educational data and to develop data and assessment literacy programs and initiatives;

Works with stakeholders to collect and define requirements associated with the reporting of national, state and district assessment data;

Manages vendor activities related to the reporting of internal assessment results;

Assists in overseeing data files and validated and quality controlled reporting;

Facilitates stakeholder sessions to engage and collect feedback on State and District Static and Dynamic assessment online portals and assessment administration platforms;

Conducts training and train-the-trainer sessions including the presentation of information and data regarding national, state and district assessments;

Provides guidance and professional learning in the interpretation and use of data as part of the teaching and learning cycle and building assessment and data literacy capacity among principals, school staff, area offices and other applicable central office staff; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Ability to keep abreast of the latest research, best practices, developments and techniques in the delivery of instructional practices, assessment and data literacy;

Knowledge regarding instructional techniques, assessment administration and strategies for analyzing assessment data;

Thorough knowledge of the Prince George's County Public Schools (PGCPS) organization and K-12 curriculum and assessments;

Considerable knowledge of system-wide school improvement planning;

Demonstrated leadership and administrative competency;

Ability to analyze student performance and academic achievement data;

Effective planning and organization skills, as well as the ability to multi-task and meet deadlines;

Effective communication (oral and written), as well as human relations skills;

Experience working with state, county and/or federal agencies; and

Experience working with computers and other technology.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master's degree from an accredited college or university in education, educational policy, administration or a related field required.  Five (5) years of successful teaching and assessment administration experience required.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate; Administrator I Certification required.

SUPERVISORY RESPONSIBILITIES:


No direct supervisory responsibilities.
