POSITION SUMMARY:
Under the
direction of the Title I Coordinating Supervisor, the Instructional Specialist
is responsible for monitoring Title I instructional programs and initiatives to enhance program effectiveness and to ensure
compliance with federal, state and local guidelines. This position is responsible for monitoring, facilitating, and
promoting all facets of the system's designated Title I Program. The Instructional Specialist collaborates
with the supervisor, other specialists, and area office staff regarding the Title I school improvement grant, school wide programs,
targeted assistance programs, Title I nonpublic programs, and parent/community
outreach to ensure compliance with federal, state, and local guidelines
consistent with EveryStudent Succeeds Act (ESSA) guidelines in order to promote student achievement.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Observes and
monitors Title I instructional programs in school wide and targeted assistance
schools to enhance program effectiveness and ensure compliance with federal,
state and local guidelines;
Monitorsprograms anddevelopsevaluationtoolstoenhance programeffectiveness;
Provides support
for school system initiatives as outlined in the Bridge to Excellence Master
Plan;
Assistswiththecollection,analysisandinterpretationofdatatodriveinstruction;
PlansandorganizestheimplementationofTitleIprogramsinparticipatingschools with guidance from the director and supervisors;
Assists with theinterpretation of student data,theevaluationof programactivities, and serves as a resource for instructional program
modifications;
Providesanoverviewtoprincipalsandschoolteamsinthebudgetdevelopmentprocess andexpendituresof allocatedfundstoensure compliancewithfederal, state,andlocal guidelines with the primary
objectives of increasing student achievement;
Informs
principals, school staffs, area office and other central office staffs of Title
I legislation;
Provides
guidance to area and central office personnel regarding the status and
implementation of Title I instructional programs and initiatives including
regulatory, programmatic, and fiscal requirements;
Providesguidance andmonitoringofsupplementaryTitleIprograms andinitiatives;
Provides
technical assistance to schools in the development of Title I Plans to ensure
that all components of the Title I program are evidenced throughout the schools
instructional plan and that the plans meet Title I regulatory and state
requirements;
Assists with the
preparation and submission of reports for Title I as required by the Bridge to
Excellence Master Plan;
Mayobserve andevaluateteachers inaTitleI school;
Works
collaboratively with the Title I staff, area and central office personnel and
other departments to develop instructional programs, interventions, and
appropriate professional development to support students and teachers in Title
I schools;
Actively seeks
the involvement of parents in the work of Title I schools and school
improvement,andprovides appropriateguidance,oversight,andmonitoringofservices
to all students and families in Title I schools.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Five(5)yearsofsuccessfulteaching experience;
Keeps abreast of
latest research, best practices, developments and techniques in the delivery of
instruction for improving student achievement and narrowing performance gaps;
Knowledgeofinstructionaltechniques,management skillsandstrategiesformodifying
curriculum to provide differentiated instructional support for all students;
Knowledge of the Elementary Secondary Education Act as it
applies to the Title I programs;
ThoroughknowledgeofPrinceGeorge’s CountyPublicSchools(PGCPS)organization and K-12
curriculum, program of studies, policies, and federal and state testing practices
related to instruction and the Maryland College and
Career-Ready State Standards;
Considerable knowledge of system-wide school improvement
planning and data analysis;
Experience in determining program evaluation criteria and
implementing ongoing program evaluation;
Experienceofworking withcross-functionalteamsanddiverse populations;
Demonstrated leadership and administrative competency and
experience of leading teams;
Ability
to analyze student performance and participation data to assist with completing
a comprehensive needs assessment and identify root causes;
Effective
planning and organization skills, as well as the ability to multi-task and meet
deadlines;
Effectivecommunication(oralandwritten)aswellashumanrelationsskills;
Experienceworking withstate,county and/orfederalagencies;and
Experienceworking withcomputersandothertechnology.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree
from an accredited institution in education, educational policy, administration
or a related field.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate; Administration I Certificate
required.
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.
