POSITION SUMMARY:


Under the direction of the Director of Monitoring and Accountability, the Instructional Supervisor - Accountability will lead the school performance planning process, including the delivery of professional learning and capacity building around the cycle of continuous school improvement for PGCPS.  Responsibilities involve monitoring department programs and initiatives and executing administrative responsibilities as required.  The Instructional Supervisor assists the Director in developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the processes and procedures for evaluating programs and personnel in unit.  

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Leads a team of staff in the implementation of school improvement efforts; assists in the planning, analysis, implementation, and monitoring of school improvement plans for schools;

Manages technical and functional day-to-day operational aspects of data management within the Office of Monitoring and Accountability;

Develops and manages data structures, data management processes and reporting systems used for accountability;

Coordinates district and school-level gathering of data and narratives for the State Report Cards;

Coordinates the reporting of district and school performance monitoring metrics;

Monitors assignments for quality, efficiencies, timeliness and tracks ongoing management analysis metrics to determine if goals are being met and/or initiation of remedial actions are necessary;

Serves in the absence of the Director, communicating department directives and serving as a liaison to the school system and other agency personnel;

Assists in the planning, designing, and coordination of professional development and training on effective instructional strategies, data analysis, county and state assessments, current research and trend data, education reform efforts and curriculum resources;

Represents the department with the Director at meetings and conferences;

Designs and implements internal evaluation processes for the purpose of continuously identifying and incorporating improvement goals into the department’s operational plans;

Assists in the writing, reviewing and dissemination of communication documents including newsletters, brochures, compliance reports, internal and external memorandum, surveys, profiles, evaluations and concept papers;

Prepares reports required by the Maryland State Department of Education (MSDE) and responds when requested to informational requests by other system offices and outside organizations;

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws, which include conducting interviews, making hiring recommendations, staff development, staff supervision, performance evaluation, complaint resolution and problem solving; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Keeps abreast of latest research, best practices, developments and techniques in the delivery of instructional practices;

Knowledge of instructional techniques, management skills and strategies for modifying curriculum;

Thorough knowledge of Prince George’s County Public Schools (PGCPS) organization and K-12 curriculum;

Considerable knowledge of system-wide school improvement planning;

Effective communication (oral and written) as well as human relations skills;

Experience working with state, county and/or federal agencies;

Experience working with computers and other technology;

Experience in determining program evaluation criteria and implementing ongoing program evaluation;

Effective planning and organization skills, as well as the ability to multi-task and meet deadlines;

Demonstrated leadership and administrative competency; and

Ability to analyze student performance and participation data.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in education, educational administration and supervision or a closely related field required.  A minimum of five (5) years of successful instructional experience in school improvement and performance data analysis required.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate with Administration I endorsement required.

SUPERVISORY RESPONSIBILITIES:


Provides supervision and guidance to assigned unit staff.
