POSITION SUMMARY:
Under the direction of the Director of Early Learning, the
Instructional Supervisor for Early Childhood is responsible for providing
instructional leadership and compliance oversight for the prekindergarten and
kindergarten programs.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Supervises designated
prekindergarten program staff in alignment with articulated Board of Education
personnel guidelines and procedures;
Oversees the
prekindergarten budget and related grant budgets as assigned;
Provides supervisory
support for instructional programming in prekindergarten programs;
Engages in collaborative
planning with the Early Childhood Special Education Office for the appropriate
inclusion of young children;
Collaborates with Curriculum
and Instruction staff on
curriculum development, textbook and software selections, and developmentally
appropriate practices in the prekindergarten and kindergarten classrooms;
Represents the department at meetings and
conferences as requested to give and receive information; serves as panelist,
presenter and/or facilitator;
Provides on-site training
and mentoring based on program needs;
Liaisons with principals
regarding instructional programming, district policies and procedures, and working with families;
Maintains policies and
procedures related to early entrance for prekindergarten and kindergarten;
Collaborates with the
Department of Testing on the administration of the Kindergarten Readiness Assessment
(KRA), including training, data collection and analysis;
Provides supervisory support for early childhood grants and
initiatives;
Engages in a collaborative
and advisory capacity with the State and Local Early Childhood Committees;
Participates in the MSDE
Early Learning Briefings;
Writes and disseminates
communication documents including newsletters, brochures, reports, memoranda
and evaluations related to Early Childhood initiatives and procedures;
Monitors compliance with
all State and Federal mandates related to the county’s prekindergarten program;
Oversees assessment and
data collection for all prekindergarten initiatives;
Liaisons with Human
Resources to address early childhood staffing needs throughout the county;
Develops, organizes and implements
professional development plans including the Professional Educator Induction
Program for prekindergarten;
Observes and evaluates educators; and
Performs other duties as
assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Expertise
related to compliance and early childhood federal, state and local policies and
procedures;
Ability
to monitor the implementation of the curriculum and collect feedback to support
the continuous improvement of instructional guides and instruction in schools;
Knowledge
of current research and trends in education with special emphasis on
curriculum, instruction and assessment;
Knowledge
of multicultural teaching approaches and materials;
Ability
to work effectively with classroom teachers, instructional specialists and
professional organizations in providing rigorous academic experiences for early
childhood students;
Experience
developing early childhood curriculum and assessments aligned with local and
common state core standards;
Demonstrated
ability to write successful grant proposals preferred;
Effective
oral and written communication skills; and
• Excellent
human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from accredited college or university
required; emphasis in early childhood instruction and course work in curriculum
development preferred. A minimum of five
(5) years of teaching or related experience in the field of early childhood
education and a minimum of three (3) years of administrative experience
required.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate in Early Childhood
Education or a related field with Administrator I endorsement required;
Certified in Framework for Teaching observations preferred.
SUPERVISORY RESPONSIBILITIES:
Oversees and provides guidance and direction to assigned
personnel.
