POSITION SUMMARY:


Under the direction of the Coordinating Supervisor, the Instructional Supervisor of Special Education Early Childhood will be responsible for providing instructional leadership and training, as well as the monitoring of students with disabilities who participate in early childhood programs throughout the district.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Provides direct leadership and coordinates the programmatic design, implementation and monitoring of instructional programs for students in early childhood programs;

Plans and delivers training and professional learning opportunities to school-based administrators, educators, related services providers and parents/guardians on specially designed instruction, state standards, curriculum supports/adaptations, evidenced-based strategies, behavior strategies, developmentally appropriate practices, and federal and state regulations;

Responds to requests from principals, school-based staff members and central office staff for support regarding the identification, evaluation and placement of students in early childhood programs;

Collaborates with the Area Offices and Coordinating Supervisor to plan Early Childhood meetings to disseminate communication documents, share resources and provide updates related to federal and state regulations or local administrative procedures governing early childhood programs;

Conducts formal and informal teacher and support staff observations in collaboration with school-based administrators;

Collaborates across district offices to coordinate the selection, planning, analysis, and monitoring of curriculum instructional resources, textbooks and software tools to support students with disabilities in early childhood programs;

Attends and participates in Early Childhood meetings, advisory counsels and conferences at the local, state and national levels;

Participates in Individualized Education Program (IEP) team meetings, as appropriate, and serves as a resource for school-based administrators, educators and parents;

Supervises and evaluates instructional specialists, resource teachers and other program staff members as assigned;

Supports the development and monitoring of the early childhood budget, restricted grants and data collection processes as required for early childhood programs; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive knowledge of special education and early childhood federal, state and local regulations and mandates;

Knowledge of Maryland’s College and Career Ready Standards, Alternate Instructional Framework and general and alternate assessments, and the ability to apply these to curriculum and classroom instruction;

Knowledge and understanding of various service delivery models, specially designed instruction, behavior/evidenced-based strategies to ensure improved performance and compliance outcomes for students with disabilities;

Knowledge of instructional materials with adaptations, modifications and accommodations, assistive technology, communication modalities, and experience teaching students with significant cognitive disabilities across the continuum with diverse special populations;

Knowledge of multicultural teaching approaches and materials and understanding of best practices for inclusion of students with disabilities in the general education settings;

Experience in developing early childhood curriculum and assessments aligned with local standards and Maryland’s College and Career Ready Standards;

Experience in providing professional development in the areas of specially designed instruction, state standards, curriculum supports/adaptations, evidenced-based strategies, behavior strategies, developmentally appropriate practices, and federal and state regulations;

Excellent written and oral communication, positive interpersonal skills and the ability to work effectively with diverse student populations and teams;

Ability to work effectively and collaboratively with administrators, classroom teachers, instructional specialists and professional organizations in providing rigorous academic experiences for students in early childhood programs; and

Ability to monitor the implementation of the curriculum and collect feedback to support the continuous improvement of instructional guides and instruction in schools.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master's degree from an accredited college or university required; emphasis in early childhood programs instruction and course work in curriculum development preferred.  A minimum of five (5) years of teaching or related experience in the field of Early Childhood Education with a minimum of 3 years of leadership experience required.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate (APC) issued by the Maryland State Department of Education (MSDE) with special education and Administrator I endorsements required.

SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to assigned personnel.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.
