POSITION SUMMARY:
Under the supervision of the Coordinating Supervisor of K-12
Instruction, the Instructional Supervisor – Special Education Programs is
responsible for the coordination, design,
implementation and instructional delivery of special education programs to include
autism and special education programs for students with significant cognitive
disabilities at the elementary, middle and high schools for students with
disabilities.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provides support to central office
staff to ensure the delivery of special education and related services in
compliance with federal, state and local mandates;
Provides leadership in the selection,
implementation and monitoring of special education programs to include autism
and special education programs for students with significant cognitive
disabilities;
Supports district and school-level
systemic professional learning activities on curricular issues, instructional
strategies related to the knowledge of specially designed instruction,
Individualized Education Program (IEP) development and behavior management;
Coordinates with specialists in
assisting building administrators, classroom teachers and related services
personnel in designing, implementing and monitoring IEPs for students with
autism and significant cognitive disabilities;
Collaborates with the Coordinating
Supervisors and Instructional Supervisors in the planning and implementation of
monthly staff meetings for Special Education Instructional Specialists to ensure departmental activities,
professional learning, and strategies are aligned with departmental goals and
systemic initiatives;
Collaborates with Human Resources on
appropriate placements of Special Education teachers and support staff in
special education programs;
Collaborates with other central office
departments regarding the identification, evaluation, programming, professional
learning needs and placement of student with disabilities in special education
programs;
Collaborates with community outreach
programs and partnerships relative to families of students with disabilities;
Determines staffing allotments for
designated special education programs, as appropriate;
Develops program expansion proposals
including staffing, instructional models, budget and professional learning
activities;
Develops, implements and monitors
grant projects based on departmental priorities in collaboration with
appropriate offices across the district;
Facilitates and monitors revisions of
administrative policies and procedures maintained by the Department of Special
Education;
Serves as a supportive resource to
principals, administrators, central office personnel and parents/guardians; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Extensive knowledge of special
education federal, state and local mandates;
Knowledge of public school
administration policies and procedures;
Knowledge of Maryland’s
College and Career Ready Standards, Core Content Connectors, Alternate Framework
and general and alternate assessments, and the ability to apply these to
curriculum and classroom instruction;
Knowledge and experience in
implementing curriculum and programs for students with autism and significant
cognitive disabilities;
Knowledge
and understanding of teaching and learning practices, evidenced-based
strategies and specially designed instructions to ensure improved performance
outcomes for students with disabilities;
Knowledge
of instructional materials with adaptations, modifications and accommodations,
and experience teaching across disciplines with diverse special populations;
Knowledge
of applied behavior analysis, functional behavior assessments and behavior
intervention plans;
Knowledge
of assistive technology and communication modalities for students with
disabilities;
Experience and skill in personnel and
program evaluation;
Demonstrated leadership, supervision
and administrative competency;
Demonstrated ability to analyze data
and provide alternative solutions to problems; and
Excellent written and oral
communication skills, positive interpersonal skills and the ability to work
effectively with diverse populations and teams.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or institution in special education or a closely related field required. A minimum of five (5) or more years in a leadership position and five (5) years of successful teaching experience.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate in Special Education and Administrator I Certification.
SUPERVISORY RESPONSIBILITIES:
Supervises and provides guidance to
Special Education Instructional Specialists, Autism Specialists, Program
Coordinators, Resource Teachers, and/or other designated staff.
