POSITION SUMMARY:


Under the direction of the Director of Early Learning, the Instructional Supervisor for Accreditation and Licensing is responsible for providing instructional leadership and compliance oversight for the accreditation of all prekindergarten programs and serving as a liaison to support the licensing of all vendor managed sites. The incumbent of this position is responsible for assisting schools through the accreditation process, facilitating professional development as needed, monitoring the fulfillment of Maryland State Department of Education (MSDE) requirements for Maryland EXCELS for Maryland Accreditation and supporting vendors in obtaining licensing for before and after care at designated sites.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supports prekindergarten program staff participating in accreditation in alignment with articulated Board of Education personnel guidelines and procedures;

Oversees the accreditation process and all grant applications related to accreditation and the support of schools ensuring all schools with Prekindergarten classes reach a Level 5 within Maryland EXCELS and maintain Maryland Accreditation;;

Provides supervisory support for vendor managed licensing operations;

Engages in collaborative planning with the Special Education Early Childhood Office and the Early Childhood Office to ensure the components for accreditation are met;

Collaborates with the Office of Records and Transcripts to ensure audits are done properly;

Represents the Early Learning Office at meetings and conferences as requested to give and receive information on accreditation, vendor licensing and the auditing of records; serves as panelist, presenter and/or facilitator at meetings and conferences;

Provides on-site training and mentoring for school staff going through the auditing process and vendors participating in the licensing process; may observe educators;

Liaises with principals regarding the loading of documents, accreditation requirements, issues with records, and vendor management concerns;

Engages in a collaborative and advisory capacity with community partners around accreditation issues;

Writes and disseminates communication documents including newsletters, brochures, reports, memoranda and evaluations related to accreditation, licensing and auditing initiatives and procedures;

Monitors compliance with all state mandates related to accreditation; collaborates with other departments as needed to comply with state mandates;

Collaborates with the MSDE Office of Child Care Licensing to ensure vendors are keeping current with the requirements through monitoring of site operations;

Oversees documents and data collection for accreditation, licensing and record audits;

Liaises with the Supervisor of Early Childhood and Human Resources to address prekindergarten staffing needs for those schools going through accreditation;

Develops, organizes and implements plans with timelines to meet accreditation, licensing and auditing goals; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Thorough knowledge of the MSDE Maryland EXCELS accreditation program;

Thorough knowledge of the licensing procedures from the MSDE Office of Child Care Licensing;

Knowledge of purchasing procedures and process for contracts and Requests for Proposals;

Knowledge of curriculum design, implementation, and evaluation;

Innovative and creative teaching with demonstrated ability to conceptualize ideas;

Knowledge of multicultural teaching approaches and materials;

Possesses excellent writing and technology skills necessary for producing comprehensive reports and making presentations;

Excellent interpersonal skills for communication and collaboration

Effective oral and written communication skills;

Excellent human relations skills;

Ability to prioritize and manage multiple tasks in a complex school system;

Ability to collect, analyze and use data to plan for improvement of accreditation and licensing processes;

Ability to use systemic thinking to establish clear goals for the development of curriculum, instruction and programs that will strengthen rigorous literacy instruction district-wide;

Ability to plan alignment of curriculum, assessment and instruction with state standards related to accreditation;

Ability to monitor the implementation of the components for Maryland EXCELS; and

Ability to operate computers with proficiency.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from accredited college or university in education, educational leadership or curriculum and instruction required. .  A minimum of five (5) years of teaching or related experience in the field of early childhood education with a minimum of 3 years of leadership experience required.



CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate in Early Childhood Education or a related field with Administrator I endorsement required; Certified in Framework for Teaching observations preferred.



SUPERVISORY RESPONSIBILITIES:


Oversees and provides guidance and direction to assigned personnel.
