POSITION SUMMARY:
Under the direction of the Coordinating Supervisor,
the Instructional Supervisor is responsible for planning, developing,
implementing, coordinating, supervising, and evaluating JROTC, Information
Technology (IT), and Homeland Security Emergency Preparedness (HSEP). The
Instructional Supervisor assists the Coordinating Supervisor in developing an
operational framework for the unit, developing a budget based on analysis of
needs, and implementing the process and procedures for monitoring and
evaluating programs and personnel in the unit.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Ensures that the JROTC programs are managed in accordance with policies,
directives, and guidelines established by the joint Military branches;
Manages and provides oversight of the IT and HSEP pathways;
Ensures that assigned programs meet industry standards;
Provides direct support to JROTC, IT, and HSEP classroom teachers to
facilitate the shift to the implementation of the College and Career Ready
Standards;
Conducts informal and formal observations for teachers using the
Framework for Teaching, Institute for Learning Look Fors, and industry-specific
monitoring tools;
Develops and facilitates professional development for teachers and other
personnel to improve program implementation and instructional practice;
Presents at local, state, and national conferences and workshops;
Evaluates and purchases instructional materials, textbooks, software and
media in collaboration with the Office of Curriculum and Instruction;
Supervises the preparation of curriculum guides in collaboration with
content supervisors within Curriculum and Instruction for JROTC, IT, and HSEP;
Assists in the development and management of local and federal budgets;
Implements the Perkins related activities with fidelity;
Conducts assessments, data collection, and analysis of formal and
informal data for use in targeting and monitoring the effectiveness of assigned
programs—JROTC, IT, and HSEP;
Maintains Technical Skill Attainment (TSA) data on program completions
and certifications;
Manages hiring, recruitment, and evaluation process for assigned
programs;
Serves as a liaison with schools, central office, and business and
community partners;
Develops a program advisory board and provides oversight;
Works with the Coordinating Supervisor to develop and monitor progress
for Master Plan accountability;
Manages special projects as designated by the Coordinating Supervisor;
and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Minimum of five years of successful teaching experience;
Minimum of three years of administrative experience;
Minimum of three years of experience supervising and working with a
Perkins-supported program or other grant related programs;
Military and/or JROTC experience;
Knowledge of current research and trends in emerging 21st
century technology and STEM-focused content areas (i.e., Information
Technology, Homeland Security, Cybersecurity) with special emphasis on
curriculum, instruction, career experiences, and assessment;
Ability to monitor the implementation of the academy curricula and collect
feedback to support the continuous improvement of teaching and learning with
specific attention to improving instructional practice and increasing student
performance;
Ability to work effectively with all stakeholders to provide rich
academic experiences for all students;
Ability to develop a recruitment plan to sustain assigned programs;
Demonstrated knowledge of curriculum development and assessments aligned
to the College and Career Ready Standards;
Demonstrated ability to write successful grant proposals preferred;
Effective oral and written communication skills; and
Excellent human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's
degree from accredited college or university required; emphasis in one of the
career academy fields of study and course work in curriculum and instruction
preferred
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate and Administrator 1 Certification required.
Certification in the Framework for Teaching preferred.
SUPERVISORY RESPONSIBILITIES:
Assists
in overseeing and providing guidance to the unit staff.
