POSITION SUMMARY:
The
incumbent will work under the supervision of the Special Education Coordinating
Supervisor for grades K-12; the Elementary Special Education Instructional
Supervisor will oversee the design, implementation, and delivery of the
instructional program for students with disabilities. Knowledge of national and
state trends, teaching and learning practices, and evidenced-based resources
and strategies in special education is required to ensure improved performance
outcomes for students with disabilities.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Provide support to
Central Office staff to ensure the delivery of special education and related
services in compliance with federal, state and local mandates;
Provide leadership on
the selection, implementation and monitoring of instructional programs for
students with disabilities;
Supervise
school-level systemic professional learning activities on elementary curricular
issues, instructional strategies related to the knowledge of universal design,
Individualized Education Program (IEP) development and behavior management;
Coordinate with
specialists in assisting building administrators, classroom teachers and
related services personnel in designing, implementing and monitoring IEPs;
Collaborate with the
Coordinating Supervisor and the special education supervisors in the planning
and implementation of monthly staff meetings for Special Education Instructional Specialists
to ensure departmental activities, professional learning, and strategies are
aligned with departmental goals and systemic initiatives;
Collaborate with the
Department of Human Resources on appropriate placements of special education
teachers and support staff;
Collaborate with the
Office of Talent Development on planning, implementing, and evaluating
professional learning activities;
Collaborate with
other central-office departments regarding the identification, evaluation,
programming and placement of student with disabilities;
Collaborate with
community outreach programs and partnerships relative to families of students
with disabilities;
Determine staffing
allotments for all elementary schools and designated special education
programs, as appropriate;
Develop program
expansion proposals including staffing, instructional models, budget and
professional learning;
Develop, implement
and monitor grant projects based on departmental priorities in collaboration
with appropriate offices across the district;
Facilitate and
monitor revisions of administrative policies and procedures maintained by the
Department of Special Education;
Serve as a supportive
resource to principals, administrators and central office personnel and
parents; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Extensive knowledge
of special education federal and state mandates;
Knowledge of public
school administration policies and procedures;
Knowledge
of Maryland’s College and Career-Ready Standards and State assessments and the
ability to apply these to curriculum and classroom instruction;
Knowledge
of instructional materials with adaptations, modifications and accommodations,
and experience teaching across disciplines with diverse special populations;
Knowledge of skill in the professional roles,
functions, and disciplines within the department;
Experience and skill
in personnel and program evaluation;
Demonstrate leadership and administrative
competency;
Demonstrate the ability to analyze data and
provide alternative solutions to problems; Excellent
written and oral communication skills; and
Effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree from
an accredited institution in educational and/or special education or related
field; five years in a leadership position, and five years of successful
teaching experience; or any equivalent combination of experience and training
which provides the required knowledge, skills and abilities necessary to
perform effectively in this position.
CERTIFICATION REQUIREMENTS:
Advanced Professional
Certificate in Special Education and Administrative I Certification. Admin I and II and General Education
Certification Preferred.
SUPERVISORY RESPONSIBILITIES:
Supervise and provide
guidance to all elementary Instructional Specialists, Kindergarten Resource
Support Teachers, school social workers, and other designated staff.
