POSITION SUMMARY:


  The Instructional Supervisor for the Infants and Toddlers Program is responsible for providing instructional leadership and compliance oversight for the Infants and Toddlers Program.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Assisting the Coordinating Supervisor with the supervision of designated infant and toddler program staff in alignment with articulated Board of Education personnel guidelines and procedures;

Assisting the Coordinating Supervisor with the supervision of the infant and toddler budget and related grant budgets as assigned;

 Providing supervisory support for instructional programming in the infant and toddler program as directed by the Coordinating Supervisor;

Engaging in collaborative planning with the Early Childhood Special Education Office/Academic Office for the appropriate inclusion of young children;

Collaborating with the Early Childhood Special Education Preschool Program on curriculum development, transition, and developmentally appropriate practices in a birth to five program;

Collaborating with Community Partners, public and private, to provide services to children and families;

Representing the Infant and Toddler Program at meetings and conferences as requested to give and receive information; serve as panelist, presenter and facilitator at conferences for principals and school staff;

Providing on-site training, mentoring and regional based trainings based on program needs;

Acting as a liaison with Early Childhood, Early Childhood Supervisors, Principals, and the Lead Agency regarding programming, challenging children and working with families;

Maintaining policies and procedures related to Federal and State regulations;

Oversight of COS administration including staff training, data collection and reporting;

Providing supervisory support for early childhood grants and initiatives as directed by the Coordinating Supervisor;

Engaging in a collaborative and advisory capacity with the State and Local Early Childhood Committees;

Participating in the MSDE Early Childhood/Infant and Toddler Administrative Briefings;

Writing and disseminating communication documents including newsletters, brochures, reports, memoranda and evaluations related to the Infant and Toddler Program initiatives and procedures;

Monitoring compliance with all State and Federal mandates related to the County's Infants and Toddlers Program includes running data reports as required;

Overseeing assessment and data collection for all Part C initiatives;

Acting as a liaison with the Human Resources Department to address infant and toddler staffing needs throughout the county;

Developing, organizing and implementing professional development plans including the Professional Educator Induction Program for the Infant and Toddler Program;

May observe and evaluate teachers; and

Other duties as assigned.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Minimum of five (5) years of teaching or related experience in the field of Early Childhood Education;

Minimum of three (3) years of administrative or leadership experience;

Expertise related to compliance and birth through five federal, state and local policies and procedures;

Ability to monitor the implementation of the curriculum and collect feedback to support the continuous improvement of instructional guides and instruction in schools;

Knowledge of current research and trends in education with special emphasis on natural environment, parent education and developmentally appropriate practice;

Knowledge of differentiated instruction and assessment, adult learning and coaching models;

Ability to work effectively with infant and toddler teachers, instructional specialists, and professional organizations in providing developmentally appropriate instruction for infants and toddlers experiences for early childhood students;

Experience developing early childhood curriculum and assessments aligned with local and common state core standards and Infant/Toddler best practices;

Demonstrated ability to write successful grant proposals preferred;

Experience with grant development, implementation, instructional and fiscal oversight;

Broad knowledge base of Part C and Part B Regulations and timelines;

Experience developing policies and procedures related to Part C Regulations;

Minimum of at least three (3) years of experience with budget management and development;

Experience with program development and implementation of new initiatives; and

Effective oral and written communication skills; and

Excellent human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Master's Degree from accredited college or university; emphasis in Early Childhood Programs instruction and course work in curriculum development preferred.

 

 



CERTIFICATION REQUIREMENTS:


 

Advanced Professional Certificate in Early Childhood Education or related field; Admin I required.


 

 



SUPERVISORY RESPONSIBILITIES:


 

Assist in overseeing and providing guidance to the Infant and Toddler Team.
