POSITION SUMMARY:


Under the direction of the Director of Testing, Research and Evaluation, the Instructional Supervisor – Internal Assessments organizes and implements all district designated testing assessment programs. The incumbent of this position will work with the Area Offices, Office of Monitoring and Accountability, and the Office of Professional Learning and Leadership, with support from Instructional Specialists, on the creation, administration and reporting of district level assessments. In addition, the Instructional Supervisor works with other offices and departments in PGCPS and appropriate divisions within PGCPS to review and revise district level testing assessment programs as appropriate.  The Instructional Supervisor also works with the data management team and teacher evaluation committee to assist in the understanding of test results for the production of reports to help inform the decision-making processes in PGCPS.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Supervises and oversees test development specialists and technicians engaged in the implementation of district level testing programs and the testing platforms; confers with specialists, technicians, and parents/guardians in resolving day-to-day issues raised by district level or school level administrative officials or school test coordinators;

Conducts staff development and training opportunities for district level assessments and the testing platforms;

Functions as an office liaison for communicating district level requirements which include but are not limited to federal, state and local mandates, as well as district initiatives;

Coordinates the production of the required pre-test and post-test files for all district level assessments and the testing platforms;

Coordinates the production and distribution of a variety of score reports for district level assessments, as well as the interpretation of the results for schools and parents;

Supervises, conducts and/or coordinates security investigations for all district level assessments as requested by the Director of Testing, Research and Evaluation or the Superintendent of Schools;

Carries out supervisory responsibilities in accordance with organization’s policies and applicable laws, which include professional development, staff supervision, complaint resolution, performance evaluations and problem solving; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Extensive knowledge of testing instruments and the training for the administration of such instruments;

Extensive knowledge of MSDE assessment programs and their requirements under COMAR;

Ability to keep abreast of current developments which may be helpful in improving the various programs;

Ability to analyze, interpret and report findings;

Ability to establish and maintain effective working relationships with employees and school officials; and

Ability to supervise and to communicate clearly and concisely, both orally and in writing.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Master’s degree from an accredited college or university in Educational Measurement, Administration and Supervision or related area required; Doctorate preferred. A minimum of three (3) years’ experience as a Test Development Specialist, or similar test administration experience, required.

CERTIFICATION REQUIREMENTS:


Advanced Professional Certificate; Administrator I Certificate required.



SUPERVISORY RESPONSIBILITIES:


Supervision of assigned unit staff.
