POSITION SUMMARY:
Under the direction of the Associate Superintendent
for Communications & Community, the Instructional Supervisor assists in
providing guidance to full-time and temporary language access staff and contracted
stakeholders, central offices, and schools. The Instructional Supervisor is
also responsible for maintaining compliance with federal and state mandates
around English Learner Family Engagement. Responsibilities involve monitoring progress
on departmental outcomes, initiatives and executing other administrative
responsibilities as required. The
Instructional Supervisor assists in developing an operational framework and
related initiatives for the unit, developing a budget based on analysis of
needs, and conducting the evaluation of programs and the personnel in the
unit. Special assignments are received
through conferences, written instructions, and requests from the Associate
Superintendent for Communications & Community.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists in the day-to-day management of
the Office of Interpreting and Translation (OIT), including requests for leave,
compliance with core work hours, and managing staff, as needed;
Evaluates
assigned personnel in alignment with articulated Board of Education personnel
guidelines and procedures;
Assists the Associate
Superintendent for Communications & Community in facilitating internal
evaluation processes for department performance, output, and management;
Collaborates with the Associate
Superintendent for Communications & Community and the Division of Human
Resources to assure adequate language access staffing;
Coordinates
administrative and record keeping systems that satisfy federal, state, and
county requirements; participates in program audits as required by furnishing
requested data and participating in interview sessions;
Serves in the absence of the Associate
Superintendent for Communications & Community, communicating departmental
directives and serves as liaison to the school system and other agency
personnel;
Maintains
strict fiscal accountability through the review of departmental hourly
compensation and contracted services for language access operations;
Assists the Associate Superintendent for
Communications & Community in providing leadership and support to
instructional and central office personnel to ensure compliance with laws,
policies, and regulations pertaining to language access;
Plans and implements professional
development and other professional learning initiatives for full-time and
temporary language access staff;
Assists in the
writing, reviewing, and dissemination of departmental communication documents
including, brochures, reports, memoranda, surveys, profiles, evaluations, and
annual reports;
Coordinates the effective utilization of
Title III family engagement fiscal resources, reporting, and execution of
systemic English Learner Family Engagement initiatives to positively impact
student achievement in collaboration with the ESOL Office;
Assists the Associate Superintendent for
Communications & Community in the planning, design, and implementation of
professional development and training to school-based and central office
personnel on effective culturally proficient family engagement practices,
culturally responsive instructional practices, current research and trends, and
equity resources;
Collaborates with the Associate
Superintendent for Communications & Community and the Divisions of
Academics, Testing, Research and Evaluation, Special Education, Title I,
International Student Counseling Office, the Department of Family and Community
Engagement, and others to promote effective communication flow related to
priorities, directives, and language access accountability and to ensure that
the district is meeting federal guidelines for access and engagement;
Provides leadership and support to
schools and the district in the implementation of evidence-based and high
impact practices that promote English learner family engagement and student
achievement;
Serves as
guide and liaison to interpreting and translation coordinating personnel in the
processes and practices that facilitate productivity and meet district and
school needs, modeling best practices in leadership and communication; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Demonstrated
experience with federal and state regulations, guidelines and programs related
to language access, English learners, family engagement, students’ educational
rights, and working with schools with culturally and linguistically diverse
populations;
Demonstrated
knowledge overseeing a language access unit, in-depth understanding of
interpretation scheduling software (fluency preferred), translation Computer
Assisted Tools (CAT), translation workflow structures, website content
management (Ektron preferred), and knowledge of language access best practices
to increase effectiveness and efficiency in the department;
Familiarity
with the Every Student Succeeds Act (ESSA) and considerable knowledge of public
school administration;
Familiarity
of administrative methods and strategies to select, modify, or develop
responses to meet unexpected or complex program conditions;
Considerable
knowledge of budgeting and reporting requirements;
Demonstrated
leadership and administrative competency; and
Demonstrated
written and oral communication skills and effective human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s Degree from an accredited
college or university in Curriculum and Instruction, School Administration and
Supervision, or a related field required. Three (3) years supervisory
experience, and five (5) years of successful teaching experience preferred.
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate;Administration I Certificate required.

Supervises assigned staff.
