POSITION SUMMARY:
Under the direction of the Director of Student Services, the Instructional Supervisor of McKinney Vento and Home Instructional Programs is responsible for assisting in understanding and implementing the homeless education program while working to develop improvement plans as needed. The incumbent of this position is also responsible for implementing, assisting, supporting, mentoring, coaching, monitoring, and documenting all facets of homeless education program. The Instructional Supervisor supervises the Home School Office and Home and Hospital Teaching programs. In this supervisory role, the employee is responsible for ensuring that processes and procedures within the home instructional programs are effectively created and implemented to support student achievement.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Oversees homeless student
enrollment and placements, making sure that students are provided with
educational services for which they are eligible, including preschool programs
administered by the school system, as well as referrals to health care
services, dental services, mental health and other social services other social
services;
Oversees the Home
Schooling and Home and Hospital programs, which includes working collaboratively
with Home School staff members to ensure a high-quality program that supports the
system’s strategic plan;
Supervises unaccompanied
homeless students at the time of registration, assisting them with placement or
enrollment decisions, making sure their views are considered, and ensuring they
are provided with notice of right to appeal;
Assists parents/guardians
of homeless students who need to obtain immunizations or medical records;
Verifies that
parents/guardian of homeless students are informed of the educational and
related opportunities available to their children, and are provided with
meaningful opportunities to participate in the education of their children;
Ensures the posting of
public notices that address the educational rights of homeless students where
such students receives services, such as schools, shelters, churches, and Department
of Social Services;
Mediates enrollment
disputes in accordance with applicable laws and the Homeless Settlement
Agreement Work Plan;
Works with the appropriate
school system staff to resolve all oral or written grievances regarding the
placement or education of a homeless student;
Manages the oversight of
discretionary grant programs related to these special populations and gathers
valid and comprehensive data on the nature and extent of the problems homeless
children and youth have in gaining access to public education and related
services;
Provides leadership and
consultant services, including the delivery of technical assistance training
and group instruction to schools and community agencies;
Assists with the
preparation of applications for federal, state and local funding of educational
funds for the homeless education program;
Attends local, state and
federal meetings and conferences;
Provides narrative
overviews and statistical information to district administrators and MSDE; and
Performs other duties as
assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of McKinney-Vento
Homeless Assistance Act, as amended by the No Child Left Behind Act of 2001;
Demonstrated understanding of Home
Schooling practices and procedures and Home and Hospital Teaching policies;
Knowledge of current education
principles, practices and procedures;
Knowledge of MSDE and PGCPS expected
outcomes, and federal and state laws related to instructional responsibility;
Ability to effectively work with
principals, specialist and teachers to implement and monitor the programs in
schools;
Ability to relate effectively to and
work with parents, students, staff, and
external agency representatives;
Demonstrated leadership experiences in
assessing needs and program implementation;
Ability to work independently and to
exercise initiative in carrying out program duties and responsibilities;
Ability to train, and coordinate;
Demonstrated human relations, oral, written
communication, planning, organizational and management skills;
Ability to analyze student performance
and participation data; and
Computer literacy including proficiency
with Microsoft Word and Google applications.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree from an accredited college or university in education
or a closely related field required. A minimum of five (5) years of successful teaching
experience required with demonstrated leadership in planning, developing,
implementing, and evaluating programs; and in planning and conducting
professional development.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate with Administrator I endorsement required.
SUPERVISORY RESPONSIBILITIES:
Oversees
and provides guidance and direction to assigned personnel.
