POSITION SUMMARY:
The incumbent will
work under the supervision of the Coordinating Supervisor and will be
responsible for the overall coordination and supervision for the special
education nonpublic office, which includes child find, and the responsibility
for monitoring all expenses related to the nonpublic budget.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Leads the Nonpublic Office staff, including the Nonpublic Specialists, Nonpublic Professional
School Counselors, Nonpublic Registrar, Central Individualized Education
Program (CIEP) Office and Clerical Staff;
Provides extensive knowledge and understanding of nonpublic
schools and programmatic supports for the continuum of services available to
meet the needs of students with disabilities;
Provides technical assistance to the Special Education Supervisors and
the Compliance Office on due process cases that involve students in nonpublic
settings;
Provides oversight for the nonpublic budget
including working with the Executive Director of Special Education to monitor
nonpublic cost sheets to complete monitoring and sign-off of nonpublic Cost
Sheets;
Understands the public school options including intensive
resources available to implement the least restrictive environments;
Assists with planning
and supporting the transition of nonpublic school students to least restrictive
placements in the school system;
Monitors the implementation of Partnership Agreements with nonpublic
schools and the development of new Partnership Agreements;
Collaborates with the Coordinating Supervisor and the Budget Office to
develop the nonpublic budget;
Collaborates with the Department of Transportation to
monitor and ensure the timely arrival and safety of all students;
Travels
to nonpublic schools to support, monitor and evaluate the implementation of the
Individualized Education Programs (IEP) of Prince George’s County Public
Schools students, as well as individual student progress and performance of the
instructional program;
Prepares local and
state reports for students placed in nonpublic settings;
Represents Prince George’s County Public Schools at Maryland State
Department of Education Nonpublic
meetings;
Keeps
abreast of latest research, best practices, developments, and techniques in the
delivery of special education instruction;
Participates on committees within the Department of Special
Education as well as on designated school system committees
as the Executive Director’s representative; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of
IDEA law and COMAR regulations regarding the identification and placement of
students in special education and nonpublic settings inclusive of Department of
Juvenile Services;
Demonstrated ability
in developing, implementing and monitoring budgets and grants;
Thorough knowledge of
current educational principles, best practices and procedures in special education,
staff training, instruction, and assessing program needs;
Knowledge of
Maryland’s College and Career Readiness Standards and State assessments to
ensure that students in nonpublic settings graduate college and career ready;
Thorough knowledge and
understanding of educational disabilities; and
Excellent planning,
organization, communications (oral and written) and interpersonal skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master's degree from
an accredited institution in education and/or special education or related
field; Five years of successful teaching experience in special education with a
strong special education instruction and compliance background; or any
equivalent combination of experience and training which provides the required
knowledge, skills and abilities necessary to perform effectively in this
position.
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate;
Administration I Certificate required. Certification
in Special Education or dual certification in General and Special Education is
preferred or any equivalent combination of experience and training which
provides the required knowledge, skills and abilities.
SUPERVISORY RESPONSIBILITIES:
Assists in overseeing and providing
guidance to the unit staff.
