POSITION SUMMARY:
Under the direction of
the Director of Testing, Research and Evaluation, the Instructional Supervisor
- Test Administration organizes, implements and evaluates various national and
state testing programs for the school system and works with other offices and departments
in PGCPS and appropriate divisions within the Maryland State Department of
Education (MSDE) to review and revise testing programs as appropriate. The incumbent of this position organizes and
provides training opportunities in the use of the assessment platforms, testing
policies, administration procedures and reporting of data for national and
state assessments. The Instructional Supervisor – Test Administration also
works with the data management team to deliver and analyze test results, produce
and interpret reports, and validate data to inform decision-making processes in
PGCPS.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Supervises
and directs test administration specialists and technicians engaged in the
implementation and administration of national and state testing programs;
Confers
with specialists and technicians in resolving day-to-day issues raised by national
and state assessments with school level administrative officials or school test
coordinators;
Provides
technical assistance, training opportunities and guidance to offices and
schools regarding implementation, administration and reporting of national and
state testing programs and initiatives, including testing policies, procedures
and requirements;
Coordinates
the production of the required pre-test and post-test files for state and national
assessments in collaboration with Data Management;
Assists
with the use of assessment related data in the placement of students for
district specialty programs;
Coordinates
the production and distribution of a variety of score reports, as well as the
interpretation of the results for schools and parents for national and state
assessments;
Coordinates
staff development and training opportunities for both school and district staff
in implementation, administration and reporting of national and state assessments;
Observes
and monitors the implementation, administration and reporting of national and
state testing programs, as well as conducts on-site visits to ensure compliance
with federal, state and local guidelines;
Supervises,
conducts, and/or coordinates security investigations for all national and state
level mandated assessments as requested by the Superintendent of Schools and/or
MSDE;
Keeps
abreast of latest research, best practices, and techniques in the delivery and administration
of assessments;
Carries out supervisory
responsibilities in accordance with organization’s policies and applicable laws
which include professional development, staff supervision, complaint
resolution, performance evaluations and problem solving; and
Performs
other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Extensive
knowledge of testing instruments and the training for the administration of
such instruments;
Extensive
knowledge of MSDE assessment programs and their requirements under COMAR;
Extensive
knowledge about system-wide initiatives and testing policies and procedures;
Ability
to analyze, interpret and report data;
Ability
to establish and maintain effective working relationships with employees and
school officials; and
Ability
to supervise and to communicate clearly and concisely, both orally and in
writing.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s
degree from an accredited college or university in Educational Measurement,
Administration and Supervision or related area required; Doctorate preferred. A
minimum of three (3) years’ experience as a Test Administration Specialist, or
similar test administration experience, required.
CERTIFICATION REQUIREMENTS:
Advanced Professional Certificate; Administrator I Certificate
required.
SUPERVISORY RESPONSIBILITIES:
Supervision of assigned
unit staff.
