POSITION SUMMARY:
Under the direction of the Coordinating Manager, the Instructional
Supervisor - Visual Arts is responsible for providing guidance to staff and
external stakeholders in schools. Responsibilities involve monitoring
department programs and initiatives and executing administrative
responsibilities as required. The
Instructional Supervisor assists the Coordinating
Manager in developing an operational framework for the unit, developing
a budget based on analysis of needs, and implementing the process and
procedures for evaluating programs and personnel in unit. The Instructional
Supervisor – Visual Arts will assist in ensuring the programs are in compliance
with federal, state and local mandates. In addition, the Instructional
Supervisor – Visual Arts will maintain high standards for students, staff and
parent satisfaction within Prince George’s County Public Schools. Special
assignments are received through conferences, written instructions, and
requests from the Coordinating Manager.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Supports the Division of Human
Resources in assisting teachers to meet the “highly qualified” requirements; interviewing
and hiring of department personnel;
Works with the Instructional
Supervisors on all facets of program planning and development for rigorous
visual arts instruction PreK-12;
Supports the schools’ development of
a comprehensive visual arts instructional program;
Coordinates and provides workshops
and cross-curricular professional development to ensure leadership and teachers
have the knowledge, skills and expertise to meet the diverse needs of all
students;
Secures support from other
departments, and other agencies as needed;
Collaborates with department
supervisors to ensure that funded initiatives help all student populations meet
challenging State Content and Performance standards;
Assists in the planning, designing,
and coordination of professional development and training for school-based
staff on effective instructional strategies, data analysis, county and state
assessments, current visual arts research and trend data, education reform
efforts, and curriculum resources;
Provides leadership and support to
instructional personnel and schools to assure compliance with laws, policies,
and COMAR regulations pertaining to departmental and systemic goals;
Provides leadership to schools in the
implementation of research-based and high impact practices that promote student
achievement;
Plans and implements professional
development programs and other professional learning initiatives that integrate
technology supported practices;
Works closely with instructional
specialists, content coaches, and technology specialists to design professional
learning modules;
Represents
the Visual Arts department at
meetings, and conferences for principals and school staffs statewide;
Maintains
strict fiscal accountability through the review of financial documents and
procurement requests for Visual Arts operations and for requests submitted by
schools utilizing related grant funding;
Devises
administrative and record keeping systems that satisfy federal, state, and
county requirements; participating in program audits by furnishing requested
data and participating in interview sessions;
Designs and
implements internal evaluation processes for the purpose of continuously
identifying and incorporating improvement goals into the department’s
operational plans;
Facilitates
the effective implementation of the State and National Standards for CCSS and
Visual Arts Instruction for leadership at the school and system levels and
providing support for the implementation of the Standards within classrooms;
Assists in
the writing, reviewing and dissemination of communication documents including
newsletters, brochures, compliance reports, internal and external memorandum,
surveys, profiles, evaluations, and concept papers;
Works with
instructional personnel in the process and practices that produce high levels
of student achievement; modeling best practices in leadership and
instruction;
Prepares
reports required by the Maryland State Department of Education (MSDE) and
responding when requested to informational requests by other system offices and
outside organizations; and
Performing other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Keeps abreast of latest research, best practices,
developments and techniques in the delivery of visual arts instruction and arts
integration;
Maintain a site for dissemination of information, lessons
and resources related to arts instruction and arts integration;
Knowledge of national and state standards for Common Core
State Standards and Fine and Performing Arts;
Experience in writing curriculum, determining program
evaluation criteria and implementing ongoing program evaluation;
Experience and knowledge of cross-curricular instruction;
Knowledge of instructional techniques, management skills
and strategies for modifying curriculum for all learners;
Thorough knowledge of Prince George’s County Public
Schools (PGCPS) organization, federal and state laws related to fine arts
instruction and arts integration, and MSDE content standards;
Knowledge of system-wide school improvement planning;
Demonstrates leadership, public speaking and
administrative competency;
Effective planning and organization skills, as well as
the ability to multi-task and meet deadlines;
Effective communication (oral and written) as well as
human relations skills;
Experience working with computers and other technology;
Understanding of UDL principles and technology
integration;
Knowledge
of elementary, middle and high school curriculum, and working with at-risk
student populations;
Considerable
knowledge of budgeting and reporting requirements; and
Demonstrated
leadership and administrative competency and human relations skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Master’s degree in Visual Arts from an
accredited college or university with two (2) to three (3) years leadership
experience and five (5) years of successful visual arts teaching experience; or
any equivalent combination of experience and training which provides the
required knowledge, skills, and abilities.
CERTIFICATION REQUIREMENTS:
Advanced
Professional Certificate;
Administration I Certificate required.
SUPERVISORY RESPONSIBILITIES:
Assists in overseeing and providing
guidance to the unit staff.
