POSITION SUMMARY:


  Under the direction of the Director, the Instructional Supervisor is responsible for providing guidance to staff and external stakeholders in participating schools. Responsibilities involve monitoring department programs and initiatives and executing administrative responsibilities as required.  The Instructional Supervisor assists the Director in developing an operational framework for the unit, developing a budget based on analysis of needs, and implementing the process and procedures for evaluating programs and personnel in unit.  Special assignments are received through conferences, written instructions, ad requests from the Director, affording latitude for independent judgment and action in the performance of duties.   

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

 

Serving in the absence of the Director, communicating department directives and serving as liaison to the school system and other agency personnel;

Collaborating with Department of Curriculum and Instruction, School Improvement and Accountability, Research and Evaluation, Professional Development, Grants, Testing, and Division of Academics to promote effective communication flow about priorities, directives, and accountability and to ensure the use of common data analysis and data preparation mechanisms;

Supporting the Division of Human Resources in assisting teachers and paraprofessional educators to meet the "highly qualified" requirements of section 1119 (NCLB);

Securing support from other regional team members, and other agencies as needed;

Collaborating with department supervisors on the evaluation of plans submitted by schools to ensure that funded initiatives help all student populations meet challenging State content and performance standards;

Assisting in the planning, designing, and coordination of professional development and training to school-based staff on effective instructional strategies, data analysis, county and state assessments, current research and trend data, education reform efforts, and curriculum resources;

Providing leadership and support to instructional personnel and content coaches assigned to the various regions and schools to assure compliance with laws, policies, and regulations pertaining to departmental goals;

Provide leadership to schools in the implementation of research-based and high impact practices that promote student achievement;

Planning and implementing professional development programs and other professional learning initiatives that integrate technology  supported practices;

Working closely with instructional specialists, content coaches, and technology specialists to design professional learning modules;

Attending Board of Education meetings to respond to programmatic inquiries;

Representing the department with the Director at meetings, and conferences for principals and school staffs statewide;

Serving as panelist, presenter, and facilitator at leadership conferences for principals and school staffs statewide;

Maintaining strict fiscal accountability through the review of financial documents and procurement requests for central office operations and for requests submitted by schools utilizing related grant funding; 

Devising administrative and record keeping systems that satisfy federal, state, and county requirements; participating in program audits by furnishing requested data and participating in interview sessions;

Designing and implementing internal evaluation processes for the purpose of continuously identifying and incorporating improvement goals into the department's operational plans;

Facilitating the effective implementation of the State standards initiative for leadership at the school and system levels and providing support for the implementation of the Maryland Standards within classrooms;

Assisting in the writing, reviewing and dissemination of communication documents including newsletters, brochures, compliance reports, internal and external memorandum, surveys, profiles, evaluations, and concept papers;

Serving as  coach to instructional personnel in the process and practices that produce high levels of student achievement; modeling best practices in leadership and instruction; 

Assisting the planning, analysis, implementation, and monitoring of school improvement plans for schools;

Preparing reports required by the Maryland State Department of Education (MSDE) and responds when requested to informational requests by other system offices and outside organizations;

Facilitating the development of and implementation of school-based professional learning communities;

Evaluating assigned personnel in alignment with articulated Board of Education personnel guidelines and procedures; and

Assisting the Director with interviewing and hiring of department personnel.

 

 

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

 

Demonstrated experience with federal programs and/or working with schools in school improvement;

Familiarity with the No Child Left Behind Act of 2001 (NCLB) considerable knowledge of public school administration;

Familiarity of administrative methods and strategies to select, modify, or develop responses to meet unexpected or complex federal program conditions;

Knowledge of elementary and middle school curriculum, compensatory education programs and working with at-risk student populations;

Considerable knowledge of budgeting and reporting requirements;

Demonstrated leadership and administrative competency; and

Demonstrated written and oral communication skills and effective human relations skills.

 

 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


 

Master's degree from an accredited college or university with two (2) to three (3) years supervisory experience and five (5) years of successful teaching experience; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

 

 



CERTIFICATION REQUIREMENTS:


 

Advanced Professional Certificate; holds or is eligible for an Admin I.


 

 



SUPERVISORY RESPONSIBILITIES:


 

Assists in overseeing and providing guidance to the unit staff.
