POSITION SUMMARY:
Under the supervision of the Environmental Program
Specialist (EPS), the Licensed Lead Environmental Assistant will assist the EPS
in the administration of all programs associated with environmental and safety
issues. An employee in this class will assist in the administering of the
program concerned with problem identification, quantification, and resolution
of environmental and safety issues in all Board of Education schools and
buildings. Work requires the ability to give technical direction to
subordinates involved in the analysis of procedures used to eliminate, reduce,
or abate noted environmental and safety hazards. Work includes supervising
assigned personnel performing Asbestos Hazard Emergency Response Act (AHERA)
re-inspections, semi-annual surveillance, Safe Drinking Water Act Sampling and
the Integrated Pest Management.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists in supervising and coordinating the
work efforts of all personnel assigned to Environmental and Safety Office;
Assumes responsibility for accurate
compliance with Asbestos Hazard Emergency Response Act (AHERA), as well as
other Federal, State and local regulations and requirements concerning
environmental issues;
Assists in communicating to building
staff members the condition of any environmental situation which may impact
students or staff, through awareness training programs;
Plans and coordinates AHERA related
activities (re-inspections, 6-months surveillance, management plan updates,
etc.);
Performs required water, paint and
radon testing;
Conducts investigations relative to
indoor air quality concerns;
Monitors asbestos abatement activities
conducted by in-house staff as well as contracted projects;
Directs the construction phase to
assure construction contractor's compliance with contract drawings and
specifications for assigned construction projects as defined in the Scope of
Work; tasks may include any or all of the following:
Provides project management oversight
to oversee asbestos abatement project designs; anticipates, recognizes,
evaluates and controls those environmental factors or stresses arising in or
from the workplace, which may cause sickness and/or impaired health of
employees or the general population;
Performs quality assurance inspections
of active abatement operations;
Performs environmental hazard
inspection in accordance with 40 CFR Part 61, Subpart M., National Emissions
Standards for Hazardous Air Pollution and with the U.S. Department of Housing
and Urban Development “Guidelines for the Evaluation and Control of Lead-Based
Paint Hazards in Housing”.
Interfaces with regulatory agencies and
serves as a liaison representing the Environmental Safety Office at meetings
with Federal, State, and local agencies, school PTA's, individual parents,
school personnel and concerned citizen groups, regarding environmental issues;
Assists ESP in providing oversight of
school system operated public drinking water wells and insures compliance with
regulations governing the Safe Drinking Water Act;
Assists ESP in providing oversight for
underground oil storage tanks to include tank testing, monitoring wells,
remediation, and other related activities. Responsible for compliance with all
applicable Federal, State and local regulation; and
Identifies and resolves mold and mildew
issues.
Enters
materials, labor hours, status and details of work done into the online work
order management system; and
Performs
related duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of the principals
and practices involved in the development and administration of various
environmental hazards;
Considerable knowledge of the methods
and practices involved in the identification, quantification, and resolution of
environmental hazards;
Ability to accurately assess and
describe areas of concern to supervisors;
Working knowledge and ability to apply the
principles and practices involved in the testing and abatement of asbestos;
Working knowledge of mechanical systems
and building equipment relative to indoor air quality;
Ability to understand, learn and use
air and water sampling equipment pertinent to performing assigned duties;
Ability to adjust work schedule when
tasks effect the regular activities of a facility or requires an emergency
response.
Ability to interpret Federal, State and
local codes and regulations pertaining to environmental issues;
Ability to enforce safety and other
regulations;
Ability to communicate both orally and
in writing; ability to prepare and present reports;
Ability to maintain required
certification as identified by Environmental Protection Agency and Occupational
Safety and Health Administration;
Must be proficient in Microsoft Office
Suite (Excel, PowerPoint, Word, etc.);
Skilled using the internet for work
related research;
Ability
to understand and follow oral and written instructions;
Knowledge of technology (computer and/or mobile
device) to enter materials, labor hours, status and details of the work done
into the online work order management system;
Possession of an appropriate and valid
Maryland Motor Vehicle Operator’s License with driving record indicating five
(5) or fewer current points of which no more than three (3) shall have been
accumulated as a result of traffic violations while operating a Board of
Education vehicle; and
Deemed
as essential personnel; and may be required to work day, night or
weekend hours to meet the operational needs of the department.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
High school diploma required and at least five (5) years of environmental
program development and implementation experience.
CERTIFICATION REQUIREMENTS:
Candidates
must have all three: AHERA
Inspector/Management Planner, AHERA Abatement Supervisor, and MD Drinking Water
Sampler License
SUPERVISORY RESPONSIBILITIES:
No direct supervisory responsibilities.

While performing duties of this job, the employee must have the ability to perform extensive walking, stooping, pushing, carrying, climbing, bending, lifting up to 50 lbs. independently, and have the ability to exert force required to twist/turn equipment/tools required to perform assigned tasks. The employee is required to maintain sustained physical effort and some exposure to dust, dirt, chemical solutions, solvents, odors, and adverse weather conditions.
