POSITION SUMMARY:
Under
general supervision, performs lead supervisory and skilled work in the
maintenance, repair, modification and construction of supply, disposal and
utility plumbing systems such as water, sewage, steam, oil, gas, air,
sprinkler, boiler, well, swimming pool systems and related plumbing equipment.
The
incumbent of this position is required to have a Master Plumber license from the
Washington Suburban Sanitary Commission (WSSC) and is considered a responsible
representative for Prince George’s
County Public Schools. Work involves participating in and assigning, directing
and inspecting the efforts of crews composed of Plumber Foreman, Plumbers,
Trades Helpers and Apprentices engaged in the maintenance, repair and
installation of water, sewage, heating and cooling systems in the schools.
Areas of work and standards to be met are the overall responsibility of the
Plumber Foreman; however, the incumbent must use independent judgment in
assigning, scheduling, estimating, inspecting and participating in the work of
the plumbing and related trades. As the responsible representative for the
public school organization, inspects all completed work that requires permits
prior to the inspection by WSSC representative. Work is performed under the
general supervision of the Plumber Foreman, who allows an incumbent
considerable independent judgment in determining work methods. Work is reviewed
through an appraisal of results obtained, considered both quantity and quality
of production.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Assists in planning, assigning and supervising
the work of crews composed of Plumber Foreman, Plumbers, Trades Helpers and
Apprentices in the maintenance, repair and installation of water, sewage,
heating and cooling systems;
Inspects all completed work that required a
permit prior to its inspection by a WSSC representative;
Supervises crews which repair and install
fixtures such as lavatory facilities, drinking fountains, sprinkler systems,
kitchen equipment and boilers; installs water service piping which includes the
wiping and testing of joints; tap water and sewer mains and laterals and wipes
and flushes joints; cuts, bends and thread pipes; repairs controls, pipes,
valves and traps in the heating system;
Reviews and checks time sheets;
Assures that the costs of completed jobs are charged
correctly relative to time spent, budget numbers, school numbers; prepares
reports as required;
Assigns crews in response to emergency
situations resulting from vandalism, fires, flooding or storms; checks on
hazardous conditions and assists in enforcing safety rules and regulations;
Inventories and assigns county owned tools,
trucks and equipment to plumbing crews. May be required to estimate new jobs
relative to manpower, time and material required; assigns crews for the
accomplishment of the tasks; inspects work in progress to assure conformance
with instructions, discussing problems with crew foremen;
Acts as Plumber Foreman in his absence,
performs or assists in performing the more difficult or skilled tasks; trains
and instructs subordinates;
Coordinates work with private plumbing and
heating contractors for jobs which cannot be done by staff;
Enters materials, labor hours, status and
details of work done into online work order management system;
Fully implements the evaluation system for all Plumber
Foreman, Plumbers, Trades Helpers and Apprentices; and
Performs related duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Comprehensive knowledge of standard tools,
equipment and practices used in the plumbing trade;
Knowledge of the hazards and the
necessary safety precautions of plumbing projects;
Ability to understand and follow oral
and written instructions;
Knowledge of technology (computer and/or mobile
device) to enter materials, labor hours, status and details of the work done
into the online work order management system;
Possession of an appropriate and valid Maryland
Motor Vehicle Operator’s License with driving record indicating five (5) or
fewer current points, of which no more than three (3) shall have been
accumulated as a result of traffic violations occurring while operating a Board
of Education vehicle; and
Deemed as essential personnel; may be
required to work day, night or weekend hours to meet the operational needs of
the department.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
High school diploma, GED or completion of standard
vocational program; supervisory experience at the level of a Plumber Foreman or
equivalent.
CERTIFICATION REQUIREMENTS:
Master
Plumber License.
SUPERVISORY RESPONSIBILITIES:
Supervises
Plumber Foreman, Plumbers, Trades Helpers and Apprentices.

While performing duties of this job, the employee must have the strength and dexterity to perform all required tasks including the ability to climb a 40' vertical ladder, work from scaffolding and a bucket truck, the ability to lift and carry a minimum of 80 lbs., work in cramped interior spaces, and the ability to do extensive walking, bending, stooping, crawling and kneeling in the course of completing daily work assignments. The employee is required to maintain sustained physical effort and some exposure to dust, dirt, chemical solutions, solvents, odors, and adverse weather conditions.
