POSITION SUMMARY:


Under the direction of the Master Foreman, HVAC Plumbing and Director of Building Services, performs skilled work in area of expertise including administrative responsibility in the designing, planning and scheduling of immediate and long range maintenance programs including maintenance, repair, modification and construction of supply, disposal and utility plumbing systems such as water, sewage, steam, oil, gas, air, sprinkler, boiler, well, swimming pool systems and related plumbing equipment.  Responsible for aiding in facilities, planning and scheduling required work; processes incoming work requests, prepares work orders including cost estimates of labor and material; inspects construction and maintenance projects. The incumbent of this position is required to have a Master Plumber License from Washington Suburban Sanitary Commission (WSSC) and is considered a responsible representative for Prince George’s County Public Schools.  Work involves participating, assigning, and inspecting the efforts of crews composed of Plumber Foreman, Plumbers, Trades Helpers and Apprentices engaged in the maintenance, repair and installation of water, sewage, heating and cooling systems in county schools.  As the responsible representative for PGCPS, inspects all completed work that requires permits prior to the inspection by WSSC representative.  Work is reviewed through an appraisal of results obtained, considered both quantity and quality of production.

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Visits all schools and prepares a complete facilities inventory showing pertinent nomenclature, physical date and age; identifies existing and potential problems;

Prepares and updates facilities maintenance manual including instructions on the preventative maintenance schedules;

Initiates work orders for maintenance services and establishes priorities for each request resulting from inspection of facilities; receives and screens all work order requests; investigates and consults with appropriate personal for resolution of questionable items from requests; initiates work orders including budget code, cost estimate of labor and material and priority of scheduled date or work;

Prepares specifications and drawings/sketches for maintenance projects, obtaining information through field inspection as required; makes recommendations for capital outlay and maintenance projects which appear warranted as a result of inspections;

Assists in administering contracts; inspecting projects; taking part in demonstrations and technical evaluations;

Maintains familiarity with state, county and municipal code and permit regulations;

Inspects all completed work that required a permit prior to its inspection by WSSC;

Ensures mandated requirements are met;

Participates in, assigns, and inspects the efforts of crews composed of Plumber Foreman, Plumbers, Trades Helpers and Apprentices engaged in the maintenance, repair and installation of water, sewage, heating and cooling systems; and

Performs related duties as required.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Considerable knowledge of the standard practices, equipment and tools used in the plumbing trade;

Knowledge of the hazards and the necessary safety precautions of plumbing projects;

Ability to understand and follow oral and written instructions;

Knowledge of technology (computer and/or mobile device) to enter materials, labor hours, status and details of the work done in to the online work order management system;

Possession of an appropriate and valid Maryland Motor Vehicle Operator’s License with driving record indicating five (5) or fewer current points, of which no more than three (3) shall have been accumulated as a result of traffic violations while operating a Board of Education vehicle; and

Deemed as essential personnel; and may be required to work day, night or weekend hours to meet the operational needs of the department. 

EDUCATION and/or EXPERIENCE REQUIREMENTS:


High school diploma, GED or completion of trade school program.  Supervisory experience required.



CERTIFICATION REQUIREMENTS:


Master Plumber License required.

SUPERVISORY RESPONSIBILITIES:


Supervises Licensed Lead Plumber.

While performing duties of this job, the employee must have the ability to perform extensive walking, stooping, pushing, carrying, climbing, bending, lifting up to 50 lbs. independently, and have the ability to exert force required to twist/turn equipment/tools required to perform assigned tasks. The employee is required to maintain sustained physical effort and some exposure to dust, dirt, chemical solutions, solvents, odors, and adverse weather conditions.
