POSITION SUMMARY:
Under the direction of Director,
the Nutrition Services Accounting Manager is responsible for centralized
payroll operations, system administrator for the online payment software and
accounts, organizes and manages the accounting and financial reporting
activities of the Food & Nutrition Department. The incumbent will perform
professional-level accounting and financial analyses requiring thorough
knowledge of governmental accounting procedures and practices specific to USDA Nutrition
Services programs. The incumbent is responsible for the compilation and
submission of a wide variety of accurate reports and records which meet state
and federal accounting procedure requirements. Supervises accounting clerks and
performs clerical and administrative work, as required.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Plans,
organizes and manages the accounting and financial activities of the Food &
Nutrition Department;
Assures
compliance with applicable laws, codes, rules and regulations;
Establishes
and maintains accurate financial files for all assigned programs;
Prepares
budget and financial management documents, inventory, quarterly reports, disbursement
authorities of purchases and payments of invoices for purchases, mileage
reports, staff travel, and all other forms required for successful financial
operations;
Prepares
billing invoices and tracks payments for meal services provided outside of the regular school meals program;
Analyzes
and reconciles monthly reports, reporting discrepancies to the Director;
Analyzes
departmental operational needs and finances to determine options for
implementation of new procedures;
Performs
professional-level accounting and financial analyses;
Reviews
and distributes financial statements;
Schedules
submission of claims for programs such as the National School Lunch Program (NSLP)
and Child and Adult Care Food Program (CACFP), and reviews reimbursements;
Conducts
administrative and procedural systems analysis reports;
Develops
and implements Food & Nutrition Service accounting policies, procedures and
standards;
Develops
and distributes profit and loss statements to each kitchen;
Develops
and maintains individual spreadsheets for schools;
Develops
and maintains an effective computerized tracking and monitoring system for reimbursements
and expenditures;
Oversees
centralized payroll entries for school based cafeteria staff;
Oversees
and performs the preparation and maintenance of auditable fiscal records and
files;
Oversees,
trains, supervises and evaluates accounting team for consistency and accuracy
in policy and procedures;
Compiles
data and prepares detailed reports and records in compliance with applicable
laws, codes, rules and regulations;
Participates
in the annual accountability training
for school based food service staff;
Provides
maintenance to online payment software and customer service to users of the
system;
Assists
in the preparation, implementation, monitoring of department budgets, as well
as budget reports that may be required;
Reviews,
monitors and reconcile discrepancies and payments with vendors;
Corresponds
with vendors relative to pricing and invoices;
Advises
the Director of unusual trends or problems and recommend appropriate corrective
actions;
Serves
as a liaison between Food & Nutrition Services and the District’s Fiscal
Services, communicates with administrators, personnel, outside agencies,
auditors and vendors to coordinate activities, resolve issues and exchange
information;
Performs refunds
and transfers as requested;
Attends and participates in a variety of
meetings, conferences and trainings to maintain current knowledge of advances
in the field; conduct presentations as requested; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough understanding of the National
School Lunch Program accountability reporting regulations, policies and
procedures;
Thorough knowledge of clerical-accounting
practices;
Demonstrated experience in keeping
accurate data for a variety of programs;
Considerable knowledge of the research
and statistical principles, methods, procedures applicable to governmental
budgeting and accounting;
Knowledge of Oracle systems for payroll
and accounting;
Knowledge of principles, procedures and
practices of school governmental accounting including budgeting and fiscal
control;
Knowledge of applicable laws, codes,
rules and regulations related to assigned activities;
Knowledge of generally accepted
accounting principles (GAAP) and auditing principles, practices and procedures;
Ability to treat information, data, and
records confidentially;
Ability to perform a wide range of
standard office clerical tasks quickly and efficiently;
Ability to operate machines and other
common office appliances;
Ability to maintain records;
Ability to assist in the office budget’s
management;
Ability to operate computer with
proficiency, including Word, Microsoft, Windows, PowerPoint, Excel, and
knowledge of sophisticated software for budget management;
Meet the annual
continuing education/training requirements for
USDA Professional Standards for School Nutrition Employees; and
Good human relations skills, oral and
written communications skills.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor’s degree required with major course work in finance,
accounting, business administration or related field with at least three years’
(3) considerable experience in progressively responsible administrative work,
including supervisory experience, Familiarity
with large scale computerized accounting systems; or any applicable field work experience and
training which provides the required knowledge, skills and abilities.
CERTIFICATION REQUIREMENTS:
Continuing Education credits (hours) is a USDA
federal requirement for all school nutrition program staff. Twelve (12)
hours of annual continuing education/training is required in order for the
employee to continue to be eligible for this position.

Supervises
accounting clerks.
