POSITION SUMMARY:
The Payroll Services Program Coordinator provides system-wide implementation and execution
support
for
the school
districts
payroll
related
programs
as
approved by the Board
of
Education.
The incumbent will be primarily responsible for reviewing and monitoring
automated systems such as the PGCPS webpage, Oracle Employee Self-Service and
other customer service related systems. This position will also be responsible
for maintaining all garnishments, tax levies, child support orders and
over payment processes. Leadership for thedevelopmentand maintenance of appropriate printed documents and materials will be required. Effective face-to-face, phone, e-mail,written,inter-officemail and external mail approaches
to
customer service will be developed by the Program Coordinator and other team members for use by all members of the Payroll Department in providing high quality customer service for the department.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Promotes, administers
and implements procedures relatedtoallpayroll
programssuchas open enrollment, on-boarding processes fornew employeesthrough on-sitevisitswith various worklocations;
Trains and interacts with HumanResources, Payroll, Business Management, Technology
Applications and other departments on payroll policies, procedures andprocesses;
Serves as the payroll liaison for all payroll programs;
Analyzes, reviews, and interprets rules,regulations,and laws pertinent to policy and program development, implementation, and administration of payroll, as approved;
Develops, executes and documents strategies to promote higher levels of utilization of the PGCPS webpage, Oracle Employee Self Service and other automated resources by employees;
Develops and maintains reports,metrics,key performance indicators,and trending analysis of payroll processes;
Reviews complex payroll issues with employees and assists with interpretationof PGCPS processes and procedures;
Enters, updates, monitors and responds to all garnishments,tax levies, child support orders and over payment cases. As well as interacts with and responds to the appropriate agencies;
Conducts new employee orientation sessions for payroll and represents the department in thedevelopment and execution of the
automated employee orientation initiative;
Maintains
up-to-date general
knowledge of payroll policies and procedures that maybe relevant and appropriate for PGCPS;
Informs and involves others by sharing important relevant information
with stakeholders. Places higher priority on team ororganizationa lgoals than on own goals;
Recommends changes to current plans and practices that enables PGCPS to provide comparable/competitive coverage and programs to all employees and retirees;
Effectively conveys reliable accurate information so that
the recipient
clearly understands its intent.
Uses
appropriate written, verbal,or electronic communication format to disseminate information;
Makes effective business decisions regarding with whom to discuss sensitive and confidential information. Respects the privacy of others,
and maintains the confidentiality of information to which exposed;
Provides documentation to support findings,and recommendssolutions to bring closure and resolution to issues; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Proficient in Microsoft Office Suite (Excel, PowerPoint, Word, Outlook, etc.) and skilled using the internet for work-related research;
Oracle Human Resources and Payroll Module experience preferred;
Demonstrated ability to work with
clients

the organization;
Knowledge and ability
to develop and maintain key performance indicators (KPIs),metrics and other trending reports;
Ability to train and/or promote all aspects of payroll to PGCPS population;

EDUCATION and/or EXPERIENCE REQUIREMENTS:
Bachelor's Degree from an accredited college or university required,with amajor in Business Administration, Human Resources, Accounting, PublicAdministration or related field .Master's degree preferred. Must have at least five(5) years of human resources,
payroll, and/or financial experience
or related field.
CERTIFICATION REQUIREMENTS:
SHRM or CPP preferred.
