POSITION SUMMARY:
Performs
difficult clerical payroll tasks in the updating and maintenance of the payroll
system, including controls, preparation, verification, reports, time reporting
and any other transaction affecting the payroll operation. May provide guidance
to and oversee the work of Payroll Clerks.
DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
Monitors, maintains, processes and
ensures accuracy for payments and time entry for assigned employees;
Reviews attendance registers for an
assigned bank of schools or administrative areas;
Verifies time reported and contacts work
locations to resolve any questions concerning employee’s pay and/or
discrepancies;
Monitors, tracks and maintains
employees’ leave of absences and return to work;
Calculates reconciliations (earned
versus paid) to determine payroll liability;
Answers frequent walk-in, email and
telephone requests from employees regarding complex payroll questions;
Prepares complex reports by compiling summaries
of earnings, leave, deduction and non-taxable wages;
Updates payroll records by entering any
changes to employee information such as: exemptions, time worked, leave and
balance adjustments;
Calculates and makes adjustments as
necessary for employee salary changes, overtime, loss time and retroactive
earnings (occasionally calculations may include Federal, State and Social
Security taxes and other voluntary deductions);
Initiates periodic payments by preparing
and administering checks or making deposits to a banking institution;
Processes and issues W2 forms;
Enters tax information into Oracle;
Enters Extended Option Pay Plan
information into Oracle;
Supervises the work of other payroll
clerks, when necessary;
Trains newly assigned employees;
Researches records to supply or support
earnings paid and reported;
Initiates correspondence incident to assigned
duties and responsibilities; and
Performs other duties as assigned.
QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.
Thorough knowledge of relevant payroll
legislation, policies and regulations on both state and federal level;
Through knowledge and experience with Microsoft
Office Suite;
Extensive knowledge and experience with
Oracle and/or other payroll software such as PeopleSoft, PayForce, etc.;
Experience working in customer service;
Excellent human relations skills, and
oral and written communication skills;
Ability to efficiently and accurately
perform data entry;
Ability to work independently in a time
sensitive environment and make sound decisions;
Ability to work in a high volume and
fast paced work environment; prioritize multiple tasks, and meet set deadlines;
Extensive knowledge of payroll practices,
accounting principles and IRS payroll regulations;
Maintains confidentiality;
Ability to collaborate with others and
be an effective team player; and
Ability to manually calculate complex
pay and leave computations accurately.
EDUCATION and/or EXPERIENCE REQUIREMENTS:
High school diploma or GED required; Bachelor’s Degree in
Accounting/Business Administration/Human Resources preferred. Six (6) years of
experience in a fast paced, high volume payroll and/or human resources
environment.
CERTIFICATION REQUIREMENTS:
Fundamental
Payroll Certification (FPC), Certified Payroll Professional (CPP) or equivalent
preferred.
SUPERVISORY RESPONSIBILITIES:
Supervises
the work of other Payroll Clerks, when necessary.
