POSITION SUMMARY:


Under the direction of the Supervisor of School Boundaries, the Planning and School Boundaries Analyst will be responsible for assisting with the overall evaluation, preparation, guidance, estimation, reporting and analysis of the Prince George's County Public Schools' school boundaries for the Office of Pupil Accounting and School Boundaries.    

DUTIES and RESPONSIBILITIES: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.

Provides guidance and direction to other professional staff on specific projects, as necessary;

Evaluates, recommends and maintains school boundary changes for new and existing schools;

Assists in the preparation for and conducting public hearings or forums on boundary changes, when necessary;

Prepares detailed long and short-term pupil enrollment projections for the system and individual schools;

Estimates school assignments based on alternative facility, program and boundary plans, and prepares summaries and presentations of the results;

Coordinates with program offices, transportation and facilities departments, attendance area boundaries, facility use, and plans for new/expanded facilities;

Prepares, coordinates and oversees the preparation of various statistical reports required by the school system, county, state, and federal agencies;

Prepares and coordinates the preparation of special reports in response to ad-hoc requests;

Assists in the preparation of the annual Educational Facilities Master Plan for submission to the Interagency Committee on Public School Construction;

Monitors development activity to identify new subdivision approvals, new residential construction, apartment closures, street additions and re-naming, and other activities potentially impacting school enrollments;

Evaluates the effects of new development on school populations with appropriate coordination with the Prince George's County Planning Department;

Prepares and coordinates the assignment of new streets to school attendance areas;

Maintains and coordinates with the Maryland State Department of Planning (MDP) and Public School Construction Program (PSCP), the school facilities inventory and the state rated capacity of those facilities;

Conducts ”walk-thru" of facilities to compare the anticipated and actual use of facilities; and

Performs other duties as assigned.

QUALIFICATIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required.

Experience in planning and analysis, preferably in a school district environment;

Demonstrated experience and skill in computer applications (i.e., Microsoft Excel, Word, Access and PowerPoint; ArcGIS or equivalent) for planning, analysis and reporting;

Direct experience in demographics assessment, evaluation and projections;

Good knowledge of SQL, mapping and addressing geocoding;

Excellent analytical and data management, documentation and reporting skills;

Knowledge of county geography;

Good oral and written communications skills;

Ability to deal with parents and members of the public;

Excellent teambuilding skills; and

Self-starter, capable of working independently with minimal supervision and guidance.

EDUCATION and/or EXPERIENCE REQUIREMENTS:


Post-secondary coursework and/or training in urban planning, geography, information systems or other related field with a minimum of three (3) years of related experience in evaluation, preparation, guidance, estimation, reporting and analysis required.  In lieu of the education/training requirement, a minimum of five (5) years of progressively responsible related experience may be considered.

While performing the duties of this job, the employee may occasionally push or lift up to 25 lbs.

ADDITIONAL INFORMATION:


Must be willing and able to work a flexible schedule and to attend meetings outside the regular work hours; willing and able to perform periodic field data collection at various school facilities throughout the county. Driver’s license is required inasmuch as there will be a need to travel to sites throughout the school district.
